For over 25 years, Mr. Lam Thanh Phuc, Party Secretary and Head of Trung Quy hamlet, Dong Thai commune, has been dedicated to serving the people and being committed to his work. His concrete actions include assisting with housing construction, providing production guidance, and helping many households escape poverty.

I met Mr. Phuc just as he was leaving a household at the end of the village after a production conversion campaign. He smiled kindly and said, "There are no fixed hours for people's work; as long as I can still go, I will continue to care for the villagers." With that, he started his motorbike and stopped at another house to inquire about their production, shrimp farming, and rice cultivation.

Born and raised in Dong Thai commune, Mr. Phuc has been involved in hamlet work since the 1980s. For more than two decades, he has maintained the habit of going from house to house, listening to every little story. Recalling the early days, Mr. Phuc never forgets the poverty of the hamlet: "Back then, the hamlet had more than 70 dilapidated houses, many of which were poor or near-poor. Poverty at that time was not only about the roofs but also about the way people did business, and the reluctance to change."

On many occasions, Mr. Phuc encouraged villagers to switch from rice farming to shrimp and crab farming, models that had already proven successful in the hamlet. However, many households were hesitant to change, fearing the risks. He didn't force them, but quietly returned after a few days, carrying a notebook recording the costs and income of a successful household, and sat by the pond to analyze each expense. Seeing that the villagers were still undecided, he took them to the farm to "see for themselves and ask the people." After a long period of persistent visits, many households finally agreed to try the model and achieved success.

Regarding housing and roads, he started with concrete actions. Instead of relying on distant resources, he went from house to house, understanding each situation, and soliciting donations of eucalyptus trees, bags of cement, and corrugated iron sheets; prioritizing those in the most difficult circumstances. Mr. Nguyen Huu Tinh (73 years old), residing in Trung Quy hamlet, said: “People listen to Mr. Phuc because he leads by example, does things genuinely, and effectively.”

Step by step, the small hamlet changed. People gradually adapted to new ways of doing business, boldly switching to new production methods and improving their income. Currently, the hamlet only has 2 poor households. The hamlet's Party branch has consistently performed its duties excellently for many years, with the clear mark of its leader. Mr. Pham Thanh Hung - Head of the Party Building Committee of Dong Thai Commune Party Committee, said: "Comrade Lam Thanh Phuc's words match his actions; he is close to the people, understands their needs, dares to think, dares to act, and does things thoroughly. It is this exemplary and dedicated approach that has created trust and a ripple effect among cadres, Party members, and the people."

Walking along the new road, Mr. Phuc continued to stop and chat with a few villagers tending their orchards. The conversation revolved around the trees, then moved on to business and income. Having been involved with the hamlet for over 25 years, he still maintains that simple way of doing things, and through these small stories, the countryside is gradually transforming.
