
In this context, all levels, sectors, and forces have relentlessly fought against drug-related violations, combined with intensified legal awareness campaigns, stricter management of drug addicts, and the establishment of drug prevention and control models in the community, yielding positive results.
Uncompromising struggle
To effectively combat drug-related crimes and violations of the law, the functional forces, primarily the provincial police, have intensified patrols and control of areas and targets, applied a comprehensive range of professional measures, and organized the detection and eradication of complex drug hotspots and gathering places.
From the beginning of 2026 to the present, the police force throughout the province has detected and arrested 216 cases and 397 individuals violating drug laws, an increase of 54 cases and 47 individuals compared to the same period in 2025. The total amount of seized evidence includes: over 1,550 grams of heroin; 1,301 pills and nearly 517 grams of synthetic drugs; more than 289.8 grams of cannabis...

The cases have been handled strictly in accordance with the law. Specifically, the investigating agency has prosecuted 164 cases involving 318 individuals; and verified and handled 52 cases involving 79 individuals through administrative procedures.
Regarding the detection and eradication of plants containing narcotic substances, the police force in the area discovered 5 cases involving 5 individuals (an increase of 2 cases and 2 individuals compared to the same period in 2025). Authorities eradicated 9,996 opium poppy plants across a total area of 377 m²; initiated legal proceedings in 4 cases involving 4 defendants; and imposed administrative penalties in 1 case involving 1 individual, with a fine of 7.5 million VND.
Colonel Hoang Van Trieu, Head of the Drug Crime Investigation Department of the Provincial Police, said: To achieve the above results, the provincial police force in general, and the drug crime investigation force in particular, have aggressively implemented professional measures and launched many intensive campaigns to attack and suppress drug crimes. Not only have they combated drug-related crimes and violations of the law, but authorities have also strictly dealt with acts of concealing or failing to report offenders to the authorities.
For example, on February 23, 2026, in Van Linh commune, through the management of drug addicts, illegal drug users, and those under post-rehabilitation management in the area, the police force discovered four individuals organizing the illegal use of drugs. During the expanded investigation of this case, authorities identified Vi Van Sy, born in 1987, residing in Lang Cang 2 village, Van Linh commune, as being present at the time the suspects committed the crime. Despite being fully aware of this being a serious violation of the law, Sy did not report it to the authorities and instead left the area to evade the police.
The aforementioned behavior caused considerable difficulties in the investigation and handling of the case. The Police Investigation Agency issued a warrant for the arrest of Vi Van Sy to facilitate the investigation. On May 27, 2026, based on the collected documents and evidence, the Police Investigation Agency of the Provincial Public Security Department issued a decision to prosecute, search for, and arrest Vi Van Sy for the crime of "Failure to report a crime" as stipulated by law.
Simultaneously, the prevention and fight against "disguised" drugs have been vigorously implemented. In the first six months of 2026, functional forces in the province detected and arrested 3 cases involving 6 individuals for the illegal buying, selling, storing, and using of drugs disguised as tobacco; and trading in prohibited goods (N2O gas). The seized items included: 33 N2O gas cylinders; and 13 bags containing yellow dried plant fibers, totaling over 11.7 grams, which were found to contain narcotics upon examination.
The strong fight against and strict handling of drug-related violations has created a general deterrent effect in society. This has raised public awareness of law compliance and gradually pushed back drug abuse in the area.
Towards sustainable goals
Along with the fight against drug abuse, all levels, sectors, and localities in the province have implemented many solutions to maintain achievements and work towards the goal of building a safe, drug-free area.

Notably, the province is implementing a roadmap to build "drug-free communes and wards," aiming to have at least 30% of communes meet the criteria of "drug-free commune" by the end of 2026. Based on Decision No. 28 dated August 24, 2025, of the Prime Minister on the criteria for identifying key areas with complex drug issues and drug-free areas, the Provincial Police Department has advised the Provincial People's Committee to establish a Council for reviewing drug-free communes and proposed the review of drug-free areas at the provincial level. Simultaneously, they have guided commune-level police to conduct reviews and assessments of the situation in their areas and submit reports for review. As of June 14, 2026, 25 out of 65 communes in the province have met all three criteria of "drug-free commune," accounting for 38.5%, achieving the set target.
Simultaneously, the dissemination of legal information on drug prevention and control has been emphasized by all levels and sectors, using diverse forms and focusing on specific areas and target groups such as border areas, key areas with complex security and order issues; and target groups like students, youth union members, and young people. The main content of the propaganda focuses on: the harmful effects of drug use, the methods of operation of drug-related crimes, how to identify new types of drugs, and legal regulations on handling drug-related offenses.
On the other hand, various sectors, organizations, and localities have developed many practical models to combat drug abuse. Mr. Tran Tho Khanh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dong Kinh Ward, said: In order to mobilize the entire population to participate in preventing and combating drug abuse, in January 2026, the ward established the "Drug-Free Block" model. After a period of implementation, the model has initially shown effectiveness, creating positive changes and gradually pushing back drug abuse. The model is expected to be reviewed at the beginning of 2027.
In sustainable solutions, managing drug addicts is paramount, because where there is demand, there will be supply. As of mid-June 2026, the province will have 1,628 registered drug addicts, a decrease of 620 compared to the same period in 2025. At the provincial drug rehabilitation center, as of mid-June 2026, there will be a total of 258 trainees undergoing rehabilitation, including 255 compulsory rehabilitation trainees and 3 voluntary rehabilitation trainees. Currently, 13 individuals are in the process of applying for compulsory rehabilitation.
Major Vu Quoc Truong, Head of the Provincial Drug Rehabilitation Center, said: "In the past period, along with professional procedures for drug rehabilitation for trainees, the center has organized many cultural, artistic, and sports activities, opened literacy classes, and coordinated mobile court sessions for drug-related cases. This has helped trainees improve their health, enhance their knowledge, and strengthen their determination to successfully overcome drug addiction. From the beginning of 2026 to the present, the center has completed the paperwork and procedures to issue certificates of completion of the drug rehabilitation program for 137 trainees returning to the community."
Beyond successfully helping trainees overcome addiction, the facility also coordinates various activities to help trainees stabilize their lives and prevent relapse. One of these is coordinating vocational training classes and implementing support policies for those who have completed drug rehabilitation, focusing on the policies outlined in Decision No. 08 dated March 3, 2026, of the Prime Minister. "Through a review, to date, the province has 13 cases of individuals who have completed drug rehabilitation and need loans for economic development, of which 4 have already received disbursements from the Policy Bank, totaling 500 million VND," the leader of the provincial drug rehabilitation center reported.
It can be affirmed that, with comprehensive solutions ranging from combating drug abuse to prevention efforts, the drug problem is gradually being pushed back, contributing to protecting the peaceful and happy lives of the people. At the same time, humane activities and policies have been and are helping those who have gone astray to rebuild their lives.
With the effective implementation of these solutions, along with the establishment and replication of new models and best practices, and the concerted efforts of the entire society, we believe that the fight against drug abuse will yield further positive results. Through this, Lang Son will expand its "drug-free zone," increasing the number of communes and villages meeting the "drug-free" standard.
