Instructions for posting information on contractor selection and bidding document templates
The Ministry of Planning and Investment has just issued Circular No. 06/2024/TT-BKHDT guiding the provision and posting of information on contractor selection and bidding document templates on the National Bidding Network System.

According to the Circular, contractors proactively update information about their capacity and experience according to regulations on the System and are responsible before the law for the accuracy of the information declared on the System. In case the contractor makes his own edits on the System, the System will save all information before and after the contractor makes the edits. Information about the contractor's capacity and experience is authenticated by the contractor's digital signature.
Contractors must attach documents and documents to prove the authenticity of their capacity, experience, and attached documents stored and managed on the System.
In case the contractor declares dishonestly to gain financial or other benefits or to avoid any obligations, it is considered fraud according to the provisions of Clause 4, Article 16 of the Bidding Law.
Regarding the information content of financial report data, in case the financial report data on the System has been updated from the Electronic Tax System and National Information System for Business Registration, then Contractors are not required to declare data on financial statements. For financial report data from 2021 onwards, in case the contractor discovers that the System has not updated the data compared to the Electronic Tax System, the contractor will amend it to suit the data reported to the agency. tax customs, the system will save modified versions of the contractor's information.
Information about the project, overall plan for contractor selection
Information about the overall contractor selection plan and contractor selection plan are posted on the System by the investor according to the provisions of Point a, Clause 1 and Clause 4, Article 8 of the Bidding Law and Clause 6, Article 14 of the Law on Bidding. Decree No. 24/2024/ND-CP.
When posting the contractor selection master plan, the investor attaches documents that serve as a basis for making the contractor selection master plan according to the provisions of Clause 2, Article 14 of Decree No. 24/2024/ND- CP.
For the contractor selection plan, basic information about the project is posted at the same time as the contractor selection plan.
In case the bidding package has an approved estimate After approving the contractor selection plan as prescribed in Clause 2, Article 131 of Decree No. 24/2024/ND-CP, the approved estimate must be posted on the System at least 05 days before the date of publication. Time of bid closing.
The investor must attach the decision approving the contractor selection master plan and contractor selection plan during the process of posting the contractor selection master plan and contractor selection plan.
Result of contractor selection
The investor posts the contractor selection results on the System no later than 05 working days from the date of approval of the contractor selection results.
Attached documents include: Decision approving the contractor selection results; E-Bidding evaluation report for online contractor selection (posting a comprehensive evaluation report, not accompanied by scoring votes of members of the expert group); In case the bidding package price in the approved contractor selection plan is adjusted according to the provisions of Point b, Clause 8, Article 131 of Decree No. 24/2024/ND-CP, the investor must post the price adjustment decision. bidding package on the System before the bid re-offer deadline.
For goods procurement packages, detailed information about the winning goods items must be publicly disclosed, including the following contents: List of goods; Code; Brand; Year of manufacture; Origin (country, territory); Manufacturer; Basic configuration and technical features; Unit; Mass; Winning bid unit price.
