Regulations on management and use of costs in selecting contractors and investors
The Ministry of Planning and Investment has just issued Circular No. 05/2024/TT-BKHDT regulating the management and use of costs in selecting contractors and investors on the National Bidding Network System.

Regulations on collection rates for various types of expenses
The Circular stipulates the collection rates for the following types of costs: Costs for maintaining names and capacity profiles of contractors on the System comply with the provisions in Point a, Clause 11, Article 12 of Decree No. 24/2024/ND -The Government's CP regulates in detail a number of articles and measures to implement the Bidding Law on contractor selection.
The cost of maintaining the investor's name and capacity profile on the System is 330.000 VND for 1 year (including value added tax). Investors pay this fee from the second year onwards after the year of registration to participate in the System.
Costs for submitting bid documents on the System comply with the provisions in Point b, Clause 11, Article 12 of Decree No. 24/2024/ND-CP.
Costs for winning bidders of open bidding packages, limited bidding, competitive bidding, and online bidding according to the normal process of applying online bidding shall comply with the provisions of Point c, Clause 11 Article 12 of Decree No. 24/2024/ND-CP.
Costs for connecting the electronic bid guarantee function between the System and domestic credit institutions, foreign bank branches established under Vietnamese law, domestic non-life insurance enterprises, and insurance companies. Branches of foreign non-life insurance enterprises established under Vietnamese law shall comply with the provisions of Point d, Clause 11, Article 12 of Decree No. 24/2024/ND-CP.
Organization pays expenses
For costs of maintaining names and capacity profiles of contractors and investors on the System: Costs must be paid before April 1 every year (except for the year of registration on the System); In case the contractor or investor's account status on the System is suspended for the entire year (from January 4 to December 1 of that year), the contractor or investor does not have to pay this cost. For 1, the deadline for paying expenses is before July 31, 12.
For bid submission costs, the maximum submission deadline is 14 days from the date of bid opening.
For costs of the winning bidder, the maximum submission deadline is 30 days from the date of posting the contractor selection results on the System. In case of winning the bid but not signing the contract, the contractor is responsible for notifying the National Online Bidding Center and the e-GP Project Enterprise within 30 days from the date of posting the contractor selection results. on the System for the e-GP Project Enterprise to reimburse this cost to the contractor.
Manage and use revenue and expenses for the National Online Bidding Center
According to the Circular, expenditure content includes: Expenses for fulfilling obligations to the State Budget; Expenses for organizing management, supervision, operation and development of the System; Expenses for management and supervision of e-GP Project Enterprises; Expenses for guiding and training users of the System; Expenses for communication activities and international cooperation on online bidding; Expenditures on activities related to the work of receiving and processing applications to participate in the System, applying information technology in bidding and database management; Investment expenditure and use of funds comply with regulations on autonomy in public service units; Other regular and investment expenditure tasks serve the implementation of online bidding.
The distribution of financial results and appropriation of funds is carried out according to an autonomous mechanism in compliance with the provisions of law.
