Accordingly, based on Official Letter No. 361/TTg-KTTH dated May 03, 5 of the Prime Minister on extending the time for allocating capital, implementation and disbursement of public investment plans from the central budget from 2023 to 2022 and the list of projects and capital levels announced by the Ministry of Planning and Investment in Official Dispatch No. 2023/BKHDT-TH dated May 3394, 05, guiding the Ministry of Finance and the Ministry of Finance's Official Letter No. extending the time for implementation and disbursement of public investment plans from the central budget in 5 to 2023.
Specifically, the ministries, central and local agencies shall notify the list and capital level to investors according to the list and the capital level announced by the Ministry of Planning and Investment to the Ministry of Finance, and at the same time direct the investors to promptly carry out procedures for transferring funds at the State Treasury where the announced capital amount is traded for the projects as a basis for capital disbursement according to regulations.

According to the Ministry of Finance, investors, based on the notices of ministries, central and local agencies about the amount of capital extending from 2022 to 2023, urgently send documents to the State Treasury where the transaction is located to carry out procedures for source transfer and disbursement according to regulations. When carrying out expenditure control procedures for this part of capital, in the section "Belonging to the plan" of the application for payment of investment capital, the investor clearly states that the year 2022 will extend to 2023 as a basis for controlling the capital plan.
The State Treasury where the investor opens a transaction account shall control capital payment according to regulations, principles of capital control and payment as follows: The level of central budget capital in 2022 extended to 2023 must not exceed the remaining undisbursed capital of the 2022 central budget public investment plan and must not exceed the 2022 capital level of the project announced by the Ministry of Planning and Investment. The time limit for implementation and capital payment is until the end of December 31, 12; the disbursement of capital lasts from 2023 to 2022 according to the provisions of Decree No. 2023/99/ND-CP of the Government on management, payment and settlement of projects using public investment capital; the total amount of advance capital, payment for the completed volume of the project must not exceed the remaining undisbursed central budget capital plan in 2021 of the project and the planned capital level in 2022 announced to extend to 2022.
Ensure that by December 31, 12, all the announced extended allowed capital will be fully disbursed
Ministries, central and local agencies shall direct investors to proactively implement solutions to speed up the implementation progress and disbursement of capital to ensure that by December 31, 12, the full amount of capital allowed to be extended has been fully disbursed; perform the reporting work in accordance with the provisions of Circular No. 2023/15/TT-BTC of the Ministry of Finance stipulating the regime and form for reporting on the implementation and payment of public investment capital and making the capital finalization in accordance with the provisions of Decree No. 2021/99/ND-CP of the Government and Circular No. 2021/96/TT-BTC regulating the system of forms used in the settlement.
In case during the implementation process there are problems arising in the disbursement of capital for a long time, the ministries, central and local agencies, and the State Treasury shall immediately report them to the Ministry of Finance for timely handling plans.
