According to the report, the total planned public investment capital from the state budget for 2025 in Thanh Hoa province reached nearly 24,749 billion VND. By December 31, 2025, the disbursed value reached nearly 17,842 billion VND. Compared to the plan assigned by the Prime Minister, Thanh Hoa 's disbursement rate reached 117.4%, ranking 4th among 34 provinces and cities.
This figure demonstrates a serious commitment to the process, a clear definition of public investment goals and tasks within the overall socio -economic development plan of the province, and significant efforts in decisive direction and management.
However, according to a report by the head of the Department of Finance at the province-wide online conference on accelerating the disbursement of public investment capital in 2025, held a month ago, although the province's disbursement rate ranked high, it still did not meet expectations. The overall disbursement rate of the province was 5.1% lower than the target set in the 90-day campaign to complete the disbursement of public investment capital in 2025. 66 out of 223 project owners in the province disbursed below the provincial average. Notably, 18 project owners had a total remaining capital of VND 5,999 billion that had not been disbursed, accounting for 72% of the total undisbursed capital in the province.
In 2026, the total planned public investment capital from the state budget allocated to Thanh Hoa province by the Prime Minister is over 13,503 billion VND. By December 31, 2025, the province had allocated detailed plans for programs, projects, and tasks totaling 10,805.5 billion VND; the remaining capital is still undergoing procedures to be allocated in the early months of the year.
At the recent nationwide online conference to promote the disbursement of public investment capital in 2025 and implement the disbursement plan for 2026, Prime Minister Pham Minh Chinh instructed ministries, sectors, and localities to thoroughly understand the "six clear principles" in public investment implementation in 2026: clear person, clear task, clear time, clear responsibility, clear product, and clear result. He emphasized that this should be the guiding principle for improving the efficiency of public service delivery. He stressed the need to resolutely reallocate capital from slow-performing areas to those with better disbursement capabilities. He also called for tightening administrative discipline and linking disbursement results to performance evaluations, awards, and individual accountability, especially for leaders.
Thanh Hoa province has also identified 2026 as a year of accelerated public investment management. Public investment capital is expected to continue to be a key driving force and stimulus for the economy, building infrastructure for development in the coming years. The province will focus on removing bottlenecks related to land, procedures, and material sources, tightening administrative discipline and order, and linking the responsibility of leaders to disbursement results, thereby creating an important impetus to promote sustainable growth and development in the new period.
The set goals demonstrate the province's determination to improve its ranking and join the top 3 nationwide in public investment disbursement. This is a challenging objective, but it is a political imperative and an investment in the future. All sectors and localities must clearly understand this, respond appropriately, and quickly resolve any obstacles affecting the progress and disbursement of funds for projects identified in reports and conferences in 2025, transforming determination into momentum and realizing the goal.
