* Answer: According to Government Decree No. 19/2013/ND-CP dated February 13, 2013, "Amending and supplementing a number of articles of Government Decree No. 61/2006/ND-CP dated June 20, 2006, on policies for teachers and education management staff working in specialized schools and in areas with particularly difficult socio-economic conditions," it is stipulated that: Teachers and education management staff, when transferred to work in areas with particularly difficult socio-economic conditions, are entitled to an initial allowance equal to 10 months of the general minimum wage for one person at the time of receiving the new assignment or transfer, as stated in the transfer decision. The People's Committee of the district-level locality is responsible for receiving, processing the initial allowance, and providing accommodation for the teachers and education management staff transferred to the locality.
This allowance is granted only once during the entire period of service in areas with particularly difficult socio-economic conditions.
Decree No. 19/2013/ND-CP has been consolidated into Document No. 27/VBHN-BGDĐT dated February 23, 2014, of the Ministry of Education and Training. Therefore, the policies and regulations for teachers working in areas with particularly difficult socio-economic conditions, as stipulated in Decree No. 61/2006/ND-CP and Decree No. 19/2013/ND-CP, will be applied according to the consolidated document No. 27/VBHN-BGDĐT, including the initial allowance.
Based on the regulations mentioned above, if you are indeed a teacher transferred from a favorable area to a disadvantaged area, you will be entitled to an initial allowance equal to 10 months of the general minimum wage at the time of assignment, as stated in the transfer decision.
Therefore, if you have not yet received this subsidy, you can petition the Department of Education and Training or the Department of Internal Affairs to ensure your rights are properly addressed.
