My conversation with Tuan Ngoc during the congress break was momentarily interrupted as he received handshakes and congratulations from comrades and colleagues, both familiar and unfamiliar. He smiled kindly and shared that, in addition to being an official delegate, he had been assigned a very important task at this congress: performing in the welcoming cultural program during the solemn session.
Tuan Ngoc's calm and sincere demeanor clearly conveys to those he meets the qualities of a young soldier deeply involved in cultural and artistic activities within the Army.
