On the occasion of the 80th anniversary of the Traditional Day (June 29, 1946 - June 29, 2026), Major General Bui Ngoc Tuyen, Secretary of the Party Committee and Political Commissar of the Command of the People's Army, further clarified the heroic tradition and the worthy inheritance of the powerful firepower of the Vietnam People's Army, contributing to the firm protection of the Fatherland from early on and from afar.
Marching Steadfastly Under the Banner of Victory
• General, could you briefly summarize the significance of the 80-year journey of building, fighting, and developing the Border Guard Force?
- Over the past 80 years, the Artillery Corps (now the Artillery Corps Command) has not only matured in all aspects—personnel, scale, weapons, and equipment—but has also forged a glorious tradition: "Steadfast and strong, fighting well and shooting accurately." The core value that creates this strength is the absolute loyalty of the officers and soldiers of the entire force to the Party, the Fatherland, and the people.
In fact, from the very beginning, despite shortages in every respect, artillery soldiers compensated for the lack of weapons with intelligence and used unwavering willpower to overcome all dangers. This included an unyielding spirit and close coordination with other branches of the armed forces.
From the arduous days in the Viet Bac War Zone to the Dien Bien Phu Campaign in 1954 and the great victory of Spring 1975, the spirit of "fighting well, shooting accurately" has become instinctive, an integral part of the artillery soldiers' being. Each milestone of victory is an immortal epic, affirming that the Artillery will forever remain a powerful, versatile main force, a source of pride for the heroic Vietnamese People's Army.
• Looking back over the past 80 years, what is the biggest lesson that the Command of the People's Army has learned, General?
- In my opinion, the biggest lesson is the lesson of relying on the people and having a proactive, creative mindset, mastering science and technology. Eighty years of history have proven this: Vietnamese artillery has transformed what may not have been the most modern equipment into the sharpest weapons to defeat enemies many times stronger.
We did not defeat the enemy through rigid, mechanical methods, but through proactive, creative thinking and a keen understanding of unique military tactics. Our forefathers created methods for firing artillery from elevated positions, moving artillery onto hills, and using camouflage to mislead the enemy... Today, these lessons are realized through mastering modern, automated, and digital artillery and missile systems.
We teach our officers and soldiers that: No matter how modern the weapons are, they are only tools; the key to victory still lies with the people. The inheritance here is the inheritance of groundbreaking thinking, the courage to think outside the box, the ability to act boldly, and the capacity for flexible adaptation in all terrains and the most complex combat situations.
The Border Guard Command continues to modernize its weapons and equipment, prioritizing the development of long-range ground-based missile forces, improving the quality of its human resources, and contributing to building a "revolutionary, regular, elite, and modern" Border Guard force that always serves as a solid "steel shield" protecting the Fatherland in all situations.
Worthy successor
• To build a highly skilled and modern force, what solutions does the Command of the Border Guard have to attract, retain, and develop a high-quality workforce?
- For an artilleryman to become a skilled missile specialist or other artillery specialists, it's a rigorous training process.
We create a professional working environment where every initiative is valued and tested. Our solution is based on "three connections": connecting theory in school with practice on the training ground, connecting the experience of seniors with the innovative thinking of the younger generation, and connecting fair compensation with a humane military culture.
We are not only building the armed forces but also a community of people who master military science. Units like the 96th Brigade stationed in Dong Nai city are doing very well in creating a playground for young innovators, encouraging officers and soldiers to contribute ideas for technical improvements, thereby enhancing the performance of existing weapons.

• In response to the demands of military modernization, what specific actions has the Command of the People's Army translated its traditions into? What is your assessment of the continuation of traditions at units stationed in key areas, such as Brigade 96 in Dong Nai?
- On August 16, 2025, the Minister of National Defense issued a decision on the establishment of the Artillery Command. Speaking at the establishment ceremony, General Nguyen Tan Cuong, Member of the Central Committee of the Communist Party of Vietnam, Standing Member of the Central Military Commission, Chief of the General Staff, and Deputy Minister of National Defense, emphasized: The Artillery Command is very proud to carry the glorious tradition of the heroic Artillery Corps, of the Artillery troops of the Vietnam People's Army, a combat branch with a long tradition, forged in the nation's resistance wars, achieving many outstanding victories, and building upon the eight golden words bestowed by beloved President Ho Chi Minh: "Bronze feet, iron shoulders, fighting well, shooting accurately."
Building up our forces today is not just about acquiring weapons, but about building political quality combined with technical expertise and strong professional skills and specialization. We focus on training officers and technicians capable of mastering high-tech weapons. With Brigade 96 and all artillery forces in the South, I have complete confidence in this.
Dong Nai is a strategic area, holding an extremely important military and national defense position. Brigade 96 and many artillery units in the area have demonstrated excellent inheritance, not only in their superior training but also in their proactive technical improvements and enhanced mobility. In particular, the battle on October 31, 1964, by the Bien Hoa Artillery Regiment (now Brigade 75, Military Region 7) was a worthy testament to the heroic artillery tradition. Following this victory, President Ho Chi Minh wrote four lines of poetry: “Their fame resounds throughout the five continents / Mortar shells rain down, shattering the Americans' heads / The impregnable fortress shakes the White House / Dien Bien Phu, the Americans will not have to wait long.” The Party Committee, commanders, officers, and soldiers of Brigade 75, Brigade 96, and many other units have worthily inherited this heroic tradition, achieving glorious victories and are closely cooperating with local Party committees, authorities, and people to build a solid national defense posture.
Particularly recently, the artillery troops have successfully carried out special missions, firing ceremonial artillery to celebrate events such as A50, A70, A80... The capabilities of the artillery troops are clearly demonstrated through these challenging and momentous events with absolute precision, adherence to ceremonial standards, and unwavering resolve. Officers and soldiers have trained day and night, ensuring absolute safety and accuracy down to the second, affirming the regularity and professional image of the Vietnam People's Army on the international stage.
• On the occasion of the 80th anniversary of its founding, what message does the Major General have for the officers and soldiers, especially the young people who are working tirelessly day and night beside the launch platforms and turrets, including the officers and soldiers of Brigade 96?
