We arrived at the No. 1 Drug Rehabilitation Center in Lao Cai province on a Monday morning. When we arrived, the staff and workers at Zone 1 of the No. 1 Drug Rehabilitation Center in Lao Cai province were preparing for the flag-raising ceremony. This is a new development since the Lao Cai Provincial Police took over the state management of drug rehabilitation and post-rehabilitation management from March 1st.

Following the order from the duty officer, more than 500 officials, employees, and trainees at Subdivision 1 of the No. 1 Drug Rehabilitation Center in Lao Cai province solemnly performed the flag-raising ceremony in accordance with regulations. As the national anthem played, we – the undercover reporters – were overwhelmed with emotions difficult to express in words. Since March 1st, the No. 1 Drug Rehabilitation Center in Lao Cai province has been under the management of the Drug Crime Investigation Department of the Lao Cai Provincial Police. Immediately after taking on the new nhiệm vụ, Lieutenant Colonel Nguyen Van Hung, Head of the No. 1 Drug Rehabilitation Center, Drug Crime Investigation Department, Lao Cai Provincial Police, along with the assigned officers, quickly began their work without interruption. Initially, they focused on establishing and stabilizing the organization; then, they assigned tasks to the officers, soldiers, and contract workers.

“After re-examining the headquarters, we replaced all the signs, nameplates, decorations, directional signs, etc., in accordance with the regulations and guidelines of the Public Security Forces. Along with that, we reviewed the fence system to ensure security and safety at the facility…” – Lieutenant Colonel Nguyen Van Hung continued.

In the following days, based on the existing facilities and assets, Lieutenant Colonel Nguyen Van Hung and the assigned officers were constantly preoccupied with the question of how the officers and staff of the No. 1 Drug Rehabilitation Center in Lao Cai province could closely coordinate with the old staff to manage and operate the facility most effectively; ensure the normal operation of the facility; and strengthen the management, education , care, and treatment of trainees at the facility.

Along with building infrastructure, the unit's staff have consistently maintained a thorough understanding of the trainees' psychology. This allows them to develop the most appropriate methods and measures for managing the trainees, minimizing escapes and negative incidents. To achieve this, the unit's leadership has consistently emphasized to its officers that the drug rehabilitation center is an educational environment. Each officer has the responsibility to guide and help trainees understand the harmful effects of drugs. From there, each individual cultivates strong political resolve and a firm stance, determined to quit drugs,” the head of the drug rehabilitation center added.

Since then, all operations at the No. 1 Drug Rehabilitation Center in Lao Cai province have been running smoothly; the rights of employees and trainees are ensured according to the law. Ms. Tran Kim Tuyen – Head of the Trainee Management and Vocational Education Team – who has worked at the No. 1 Drug Rehabilitation Center in Lao Cai province for 19 years, said: When the policy of transferring the state management of drug rehabilitation and post-rehabilitation management to the Ministry of Public Security was announced, she was concerned about the salary and allowances she would receive after signing a contract with the police force. However, after being fully informed about the policy of the arrangement and transfer, Ms. Tuyen understood her rights and felt reassured in her work.

At this point, all staff, workers, and trainees are reassured about their work and treatment. The management of drug rehabilitation has become more organized, regulations are better enforced, and trainees are more confident in their rehabilitation, with no more instances of trainees violating regulations. As for the trainees, their initial anxieties have quickly subsided. Over time, each trainee has felt the daily changes at Lao Cai Drug Rehabilitation Center No. 1.

The No. 1 drug rehabilitation center in Lao Cai province has been operating smoothly; the rights and entitlements of workers and trainees are ensured in accordance with the law.

Luu Hong Son, a trainee at the drug rehabilitation center, confided that before becoming addicted to drugs, he had a stable job. However, due to peer pressure, he unknowingly became addicted… His addiction also led to the gradual loss of his family's assets. Speaking with us, trainee Luu Hong Son shared: “Initially, I felt stressed when I learned that the police were taking over my care, but today I find the officers very friendly and approachable. All activities are maintained, and the work, food, and living arrangements are ensured. I and the other trainees will seriously abide by the rules and regulations, strive to maintain discipline, and quit drugs so that we can reintegrate into society and rebuild our lives.”

In an interview with us, Lieutenant Colonel Nguyen Van Hung, Head of Drug Rehabilitation Center No. 1, Criminal Investigation Department for Drug Crimes, Lao Cai Provincial Police, shared that Drug Rehabilitation Center No. 1 in Lao Cai province manages over 1000 drug addicts in 2 sections.

After a period of operation, the No. 1 Drug Rehabilitation Center in Lao Cai province is now functioning stably. Based on the assigned tasks, the working groups have carried out their duties smoothly. This includes ensuring the provision of policies and benefits for trainees undergoing rehabilitation at the center; understanding their psychology and disseminating new regulations from the Ministry of Public Security regarding drug rehabilitation procedures; and the center's internal regulations.

In addition, activities such as receiving, screening, assessing, classifying, and determining addiction status; organizing and implementing addiction treatment and post-treatment management; coordinating therapeutic work, vocational training, and job creation are being carried out systematically and effectively, and all trainees are complying strictly.

The transfer of state management responsibilities for drug addiction treatment and post-treatment management from various departments and agencies to the Lao Cai Provincial Police marks a significant transition; the management of drug addicts is now synchronized and comprehensive, from the time the individuals are in society, through the implementation of treatment measures at rehabilitation centers, and post-treatment management.

This is also one of the important solutions to achieve the goal of reducing drug demand in the province. With the spirit of not interrupting drug rehabilitation efforts, the Lao Cai Provincial Police quickly approached and implemented the task in a systematic and scientific manner," Lieutenant Colonel Hung added.

In the coming period, the workload remains immense; difficulties and risks are also considerable… However, with a mindset of both implementing and learning from experience, the direct involvement of the police force in taking over and operating drug rehabilitation facilities has created clearly positive changes, not only contributing to maintaining security and order, but also enhancing the effectiveness of drug rehabilitation work, helping many people who have made mistakes find themselves again and return to life.
