Also attending was Le Truong Luu, Member of the Central Committee of the Party, Chairman of the People's Council, and Head of the National Assembly Delegation of the city.

According to the program, the conference will focus on discussing the following topics: the situation regarding the implementation of political tasks in 2025 and the direction and tasks for 2026; the socio-economic development plan and the medium-term public investment plan for the period 2026-2030 of the city; the work program and inspection and supervision program for 2026 and the entire term of the City Party Committee and the Standing Committee of the City Party Committee; the working regulations of the City Party Committee's Inspection Committee, 17th term, 2025-2030, along with several other important contents.

In his opening remarks at the conference, City Party Secretary Nguyen Dinh Trung stated: In 2025, the city's Party committees, government, and political system united and strived to overcome difficulties, focusing on leading and directing the effective implementation of tasks and policies of the Central Government and the city, completing a large volume of work and achieving many important results. Thirteen out of 14 key targets were met or exceeded (the only target not met was the percentage of the population using clean water). Economic growth was estimated at 8.5% (ranking 12th out of 34 provinces and cities). Total social investment reached approximately 39,350 billion VND. State budget revenue was estimated at 14,960 billion VND, an increase of 14.5% compared to the same period.

Besides the opportunity to promote the cultural identity of nations, globalization also brought negative impacts on traditional values ​​and increased the foreign influence in cultural activities and services.

However, the economy remains small; industrial production faces many difficulties; the disbursement of public investment capital and the progress of national target programs are slow; and land clearance for some large projects is still facing obstacles. Investment preparation and the implementation of new projects have not progressed as planned. The operations of local governments at both levels still have some initial limitations. Natural disasters, floods, and landslides have been complex, especially the historic floods from the end of October to the beginning of November, which caused significant damage and affected people's lives and socio-economic development goals.

Party Secretary Nguyen Dinh Trung urged delegates to closely follow the report, objectively and comprehensively analyze the achievements; focus on identifying limitations, their causes, and proposing breakthrough tasks and solutions to successfully implement the tasks for 2026, the first year of implementing the Resolution of the 17th City Party Congress, creating an important foundation for the entire 2025-2030 term, and enabling Hue City to develop rapidly and sustainably in the new period.

Regarding the Socio-Economic Development Plan and the Medium-Term Public Investment Plan for 2026-2030, the City Party Secretary emphasized that this is a particularly important issue. Based on an assessment of the results of the 2021-2025 period, and a forecast of the situation in 2026 and subsequent years, the conference needs to thoroughly analyze the context, clearly identify opportunities and advantages as well as difficulties and challenges; and from there propose feasible development goals with a long-term vision, consistent with the central government's orientation and local realities.

For the medium-term public investment plan, it is necessary to clarify priorities, focus, and key areas; review and cut inefficient projects; concentrate resources on key projects for urban development and transportation infrastructure; and at the same time ensure adherence to regulations and criteria for allocating public investment capital for the 2026-2030 period to ensure effective implementation from the beginning of 2026.

Regarding the Action Program for implementing Resolution No. 71-NQ/TW (on breakthroughs in education and training development) and Resolution No. 72-NQ/TW (on strengthening the protection, care, and improvement of people's health), the City Party Secretary requested the conference to discuss in depth, clearly define key tasks, specific policies, and a concrete implementation roadmap, along with assigning responsibilities and conducting inspections and supervision.
