Opening of the 3rd City Party Conference

The conference voted to approve the working program.

Member of the Party Central Committee, Secretary of the City Party Committee Nguyen Dinh Trung; Standing Deputy Secretary of the City Party Committee Pham Duc Tien; Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Khac Toan; Deputy Secretary of the City Party Committee, Chairman of the City Vietnam Fatherland Front Committee Nguyen Chi Tai co-chaired the conference.

Also attending were Party Central Committee member, Chairman of the People's Council, Head of the City National Assembly Delegation Le Truong Luu.

According to the program, the conference focused on discussing the following contents: Implementation of political tasks in 2025 and directions and tasks in 2026; Socio-economic development plan, medium-term public investment plan for the period 2026 - 2030 of the city; Working program, inspection and supervision program in 2026 and the entire term of the City Party Committee, Standing Committee of the City Party Committee; Working regulations of the Inspection Committee of the 17th City Party Committee, term 2025 - 2030, and a number of other important contents.

Speaking at the opening of the conference, Secretary of the City Party Committee Nguyen Dinh Trung said: In 2025, the Party Committees, authorities and political system of the city have united, made efforts to overcome difficulties, focused on leadership and direction to well implement the tasks and policies of the Central Government and the city, completed a large amount of work and achieved many important results. 13/14 main targets were achieved and exceeded the plan (the target not achieved was the rate of population using clean water). The economic growth rate is estimated at 8.5% (ranked 12th out of 34 provinces and cities). Total social investment capital reached about 39,350 billion VND. State budget revenue is estimated at 14,960 billion VND, up 14.5% over the same period.

However, the scale of the economy is still small; industrial production faces many difficulties; disbursement of public investment capital and progress of national target programs are still slow; site clearance for some large projects is still stuck. Investment preparation and implementation of new projects have not met the schedule. The activities of two-level local governments still have some initial limitations. The situation of natural disasters, floods, and landslides is complicated, especially the historic floods from late October to early November, causing great damage, affecting people's lives and socio-economic development goals.

Secretary of the City Party Committee Nguyen Dinh Trung asked delegates to closely follow the report, objectively and comprehensively analyze the achieved results; focus on pointing out the limitations, causes and propose breakthrough tasks and solutions to successfully carry out the tasks in 2026, the first year of implementing the Resolution of the 17th City Party Congress, creating an important foundation for the entire term 2025 - 2030, bringing Hue City to develop rapidly and sustainably in the new period.

Regarding the Socio-Economic Development Plan and the Medium-Term Public Investment Plan for 2026 - 2030, the Secretary of the City Party Committee emphasized that this is a content of special importance. Based on the assessment of the results of the 2021-2025 period, forecasting the situation in 2026 and the following years, the conference needs to thoroughly analyze the context, clearly identify opportunities, advantages as well as difficulties and challenges; thereby proposing feasible development goals, long-term vision, in line with the Central's orientation and local practices.

For the medium-term public investment plan, it is necessary to clarify the order of priority, focus, and key points; review and cut ineffective projects; focus resources on driving projects on urban development and transport infrastructure; at the same time, ensure strict adherence to regulations and criteria for allocating public investment capital for the 2026-2030 period for effective implementation from the beginning of 2026.

Regarding the Action Program to implement Resolution No. 71-NQ/TW (on breakthrough in education and training development) and Resolution No. 72-NQ/TW (on strengthening the protection, care and improvement of people's health), the City Party Secretary requested the conference to discuss in depth, clearly identify key tasks, specific policies, and a specific implementation roadmap associated with the assignment of responsibilities and inspection and supervision work.

“The year 2026 is very important, it is the year of many major events of the country and the city; at the same time, it is the first year of implementing the Resolution of the 17th City Party Congress and the 5-year socio-economic development plan 2026 - 2030. Therefore, I request that you all promote collective intelligence, focus on discussions, give specific opinions to unify the issuance of Resolutions, programs, reports after the meeting and implement them throughout the Party Committee”, Secretary of the City Party Committee Nguyen Dinh Trung emphasized.
