Achieving dual objectives
In the context of increasingly complex climate change, the transition to clean energy is becoming more and more urgent. For Can Tho, the requirement is to ensure a stable electricity supply to support double-digit growth while simultaneously protecting the environment and moving towards sustainable green growth. In this context, wind power emerges as a viable solution with great potential, fully meeting economic , environmental, and social requirements.
To realize the advantages of coastal wind power, Can Tho recently commenced construction on two wind power projects on May 19th, with a total investment of approximately 24,000 billion VND. Specifically, the Soc Trang 4 wind power project, located in Vinh Chau ward, has a designed capacity of 350 MW with 56 wind turbines and a total investment of 14,500 billion VND. The project is being built on an area of over 1,200 hectares of alluvial land and offshore. Upon completion, the plant is expected to supply 1.1 - 1.3 billion kWh/year to the national power grid.

In addition, the Phu Cuong 1A and 1B wind power plant complex project, including the 220kV substation, is being invested in Lai Hoa commune with a capacity of 200MW and a total investment of nearly 9,140 billion VND.
Speaking at the event, Mr. Truong Canh Tuyen, Chairman of the People's Committee of Can Tho City, said that according to the plan, by 2030, Can Tho will have 56 power generation projects, including 30 wind power projects with a total capacity of approximately 2,785 MW. To date, Can Tho has granted investment approval for 20 wind power projects, of which 9 plants are already in commercial operation, 3 projects are under construction, 8 projects are completing procedures to qualify for construction, and 10 projects are in the process of selecting investors.
According to Mr. Tuyen, when the plants begin commercial operation, they will generate abundant green energy for the national power grid, help reduce emissions, protect the ecosystem sustainably, and create jobs for local workers.
Removing bottlenecks for development
At the recent May regular meeting of the People's Committee of Can Tho City, the leaders of the Department of Industry and Trade of Can Tho City stated that attracting investment and developing energy projects, especially wind power, will be an important growth driver in the coming period. The Department of Industry and Trade will focus on removing difficulties for businesses, accelerating the progress of key projects, and resolving obstacles in projects that are behind schedule.

However, the leaders of the Can Tho Department of Industry and Trade pointed out that seven wind power projects currently underway are significantly behind schedule due to poor coordination among departments and agencies. Therefore, departments and localities need to provide support, especially in land clearance for wind power projects.
In December 2025, the Can Tho City Party Committee launched a program to implement Resolution 70-NQ/TW dated August 20, 2025, of the Politburo on ensuring national energy security by 2030, with a vision to 2045. Accordingly, after the merger, Can Tho has a 72km long coastline, with an estimated potential for offshore wind power development of 10,000 - 30,000MW. This potential is becoming a bright spot attracting the participation of investors.
However, Can Tho also acknowledges some limitations in attracting wind power investment, such as cumbersome and lax procedures in investment processes, and delays in some projects…
Can Tho aims to achieve a total power generation capacity of approximately 10-12 GW by 2030, with a total electricity output of around 50-70 billion kWh, of which renewable energy accounts for about 20-25%. To achieve this goal, the city will focus on building a synchronized, transparent, and healthy competitive energy market; diversifying ownership forms, investment methods, and business operations. It will encourage and facilitate the participation of all economic sectors, especially the private sector, in investing in and developing the energy sector. Can Tho prioritizes and provides incentives for the development of renewable energy, clean energy, and new energy sources.
Modernize the power transmission and distribution grid system, ensuring connectivity and maximizing the absorption of electricity from renewable energy projects, especially in coastal areas. Increase the use of clean, environmentally friendly energy.
In addition, Can Tho assigned responsibility to departments, agencies, and localities to organize the implementation of the energy development plan, especially the revised Power Plan VIII. The focus is on directing efforts to resolve difficulties and obstacles within the local authority's jurisdiction, in order to accelerate the progress of key energy projects, including offshore wind power projects.
According to the power development plan until 2030, Can Tho has been approved for 56 power generation projects with a total capacity of over 9,154 MW, including 30 wind power projects with a capacity of approximately 2,785 MW.
Currently, Can Tho has granted investment approval for 20 wind power projects (total capacity of 1,428 MW), of which 9 plants are already in commercial operation (396 MW), 3 projects are under construction (142 MW), and 8 projects are completing construction procedures (890 MW). In addition, Can Tho is planning to select investors for 10 new wind power projects (approximately 1,357 MW).
