Affirming the role of the rapporteur

In the new stage of national development, amidst diverse sources of information and increasingly demanding requirements for ideological work, the team of lecturers and propagandists continues to be the core force in conveying the Party's policies and guidelines to cadres, Party members, and the people. The quality of the lecturer team is constantly improving, contributing to unity in understanding and action, and affirming their role and effectiveness in propaganda and mobilization work, especially at the grassroots level.

Changes at the grassroots level

In many localities, the dry, one-sided, and conventional methods of disseminating and studying resolutions from higher levels have disappeared. The team of speakers has made many innovations in the way they convey new policies and guidelines to cadres, Party members, and the people, such as: increasing dialogue, exchange, relating to practical situations, and using images and videos to illustrate the content of resolutions, making them easier to understand, remember, and more relatable.

The Party Committee of Dong Van commune awarded prizes and commended the speakers who participated in the 2026 Excellent Speaker Competition.

Dong Van is one of 27 communes and wards in the province that organized the 2026 Excellent Public Speaker and Propagandist Competition at the unit and local level, with 28 contestants participating. This created a broad and practical political activity focusing on oral propaganda skills, helping Party committees and organizations at all levels to better understand the position, role, and importance of oral propaganda work and the activities of public speakers and propagandists at the grassroots level. The competition results showed that the public speakers all possessed basic professional skills and expertise in conveying the Party's policies and guidelines to cadres, Party members, and the general public; the content of the entries provided information and improved the quality of advice given to Party committees and authorities on solutions for oral propaganda work.

Comrade Tran Dang Khoa, Head of the Party Building Committee of Dong Van commune, shared: "The competition serves as a basis for the commune's Party Committee to assess the professional skills and basic abilities of the commune's speakers and propagandists. From there, we can develop solutions to enhance the role and effectiveness of propaganda and mobilization work in the new situation."

Not only in Dong Van, but also through the competition at the agency and unit level of 27 communes and wards and 4 Party committees directly under the Provincial Party Committee, the results of the cluster-level competition with the participation of 124 contestants selected 22 contestants to participate in the final round of the provincial-level competition.

Comrade Nguyen Lam Son, Deputy Head of the Standing Committee of the Provincial Party Committee's Propaganda and Mass Mobilization Department, assessed: From this year's competition, it is clear that the team of speakers and propagandists has made many positive innovations in terms of content, methods, and forms of propaganda. Many contestants demonstrated in-depth knowledge based on innovative thinking and methods of conveying resolutions, effectively applying information technology in propaganda work; clearly showing confidence, dedication, responsibility, meticulous investment, flexible and creative presentation skills, and a deep ability to relate to practical situations, truly embodying the motto "Understand correctly - Speak well - Apply well and inspire, creating widespread impact." This affirms that the overall quality of the team of speakers and propagandists at the grassroots level is gradually improving.

The number of speakers and propagandists has also expanded and diversified, ranging from cadres and Party members in agencies, units, and armed forces directly involved in propaganda work at the grassroots level to village Party branch secretaries, village heads, and neighborhood group leaders. Currently, the province has 5 central-level speakers, 45 provincial-level speakers, 516 speakers at the commune/ward level and equivalent, and over 6,700 propagandists throughout the province.

The professional and political theoretical knowledge of speakers is increasingly high. At recent speaker competitions, 100% of the contestants had a university degree or higher (including 75% with master's degrees and 8.3% with doctorates). This shows that the training and development of speakers at the grassroots level is receiving increasing attention.

Ensuring our role in the new situation

The rapid development of digital technology, social media, and new communication platforms is creating many opportunities but also posing numerous challenges for oral communication.

According to Le Thi Hoa, Secretary of the Party Committee of Xuan Van commune: The commune has established a team of grassroots speakers and propagandists, regularly providing guidance and information to improve their skills and qualifications. Through this, the speakers have been able to effectively mobilize and educate the public on the Party's guidelines and the State's policies, especially in land clearance for large-scale projects in the area, protecting the Party's ideological foundation, and developing the economy to improve living standards.

In fact, many presenters have proactively innovated their communication methods. At recent competitions, many contestants effectively used PowerPoint presentations, video clips, and illustrative images; combining theory with practical stories, successful models, and creative approaches in their localities to increase the persuasiveness of their presentations.

Comrade Vui Xuan Thanh, from the Military Command of Dong Van commune, a first-prize winner in both the commune-level and Cluster 1 competitions, shared: "To effectively disseminate information, first and foremost, the speaker must have a deep understanding of the issue being conveyed, connect it to reality, and use a delivery method that is appropriate for each audience, creating attraction and curiosity through vivid language, images, and sounds, and encouraging listeners to respond and follow."

According to assessments, in the recent competitions, the presenters demonstrated innovative thinking, the ability to inspire, and the flexible application of resolutions to practice. This is a positive sign showing that the team of presenters is gradually adapting to the requirements of the task in the new situation, making an important contribution to disseminating the Party's major guidelines and the State's policies and laws; creating social consensus and strengthening the people's trust in the Party's leadership.
