- In the construction of new rural areas, environmental criteria are identified as one of the most challenging aspects, requiring the synchronized involvement of the entire political system and the self-awareness of the people. In Khanh Khe commune, stemming from the reality of existing illegal dumping sites, the commune government has implemented creative and practical approaches, contributing to changing the rural landscape towards a green, clean, and beautiful direction.
Upon arriving in Khanh Khe commune today, the first impression is the presence of "No Littering Area" signs placed along roads, riverbanks, streams, and vacant lots. These used to be "black spots" for waste, where people frequently dumped garbage improperly, causing unsightly scenes and harming the environment.

What sets these signs apart is their message. Instead of generic appeals, the content is clear, highly deterrent, and based on legal regulations. The concise text and specific fines not only serve as a warning but also as a reminder of each citizen's responsibility in maintaining environmental hygiene.
The Dan Lai rocky area in Ban Khinh village used to be the largest illegal garbage dumping site in the commune. Because it's far from residential areas and has little traffic, many households developed the habit of dumping their garbage there, gradually creating a large dumpsite that negatively impacted the environment. Mr. Hoang Van Hoan, Party Secretary and Head of Ban Khinh village, said: "Previously, despite numerous cleanup campaigns, the situation always returned to its original state. However, since the commune put up signs indicating fines and installed a surveillance camera system, illegal garbage dumping has completely stopped."
Not only in Ban Khinh village, but previously, in the area near Khanh Khe bridge, inter-village roads, and areas along rivers and streams in the commune, there was a frequent problem of people improperly dumping household waste in large quantities. Faced with this reality, the Khanh Khe commune government has implemented effective solutions. Specifically, with an investment of 62 million VND, from October 2025 to the present, the commune has installed 50 information signs in all 30 villages, covering key areas; and installed 5 surveillance cameras (at a cost of over 20 million VND) in areas where illegal waste dumping frequently occurs.
Ms. Ha Thi Minh, Deputy Head of the Economic Department of Khanh Khe commune, said: "Previously, despite increased propaganda and mobilization efforts to prevent littering, the problem of dumping garbage in unauthorized places still occurred. However, since the commune implemented the installation of prohibition signs with deterrent messages combined with a surveillance camera system, people's awareness has changed positively, contributing to a greener and cleaner environment."
Along with the above solutions, Khanh Khe commune also pays attention to and supports people in effectively carrying out waste collection. In 2025, the commune intensified propaganda and mobilization of people to participate in social contributions to purchase 40 garbage bins; and supported 90 garbage bins for households along National Highway 1B. Mr. Ha Van Pao, from Ban Moi village, shared: "Since garbage bins were placed along the national highway through the village, people no longer throw garbage wherever it's convenient. We tell each other to sort garbage at home, and waste is collected in the designated places, so the village is always clean."
For households located far from the town center, the commune authorities have assigned officials to provide technical guidance on waste collection and treatment at the source, ensuring that no waste accumulates in the natural environment.
It is evident that, through practical and innovative approaches, Khanh Khe commune has created a clear transformation in the awareness and actions of its people regarding environmental protection. Building on these results, from now until the end of 2026, the commune plans to install an additional 40 "no littering" signs in various areas, and continue to provide garbage bins to residents. This will further enhance people's awareness of environmental preservation and protection, while also contributing to the completion of the environmental and rural landscape criteria in the new rural development program in the area.
