Many bright spots
According to Pham Minh Hien, Secretary of the Party Committee of Ba Chuc commune, the outstanding achievement of the past term was the continued socio -economic development and the gradual improvement of people's lives. National target programs were prioritized and achieved high effectiveness. Infrastructure development associated with the construction of civilized urban areas and new rural areas received significant investment; social security policies were well implemented, and the quality of education and training improved. In addition, people's health care and disease prevention and control were given attention; border security, order, and social safety were maintained. Mass mobilization and Party building work saw positive changes; the leadership capacity and fighting strength of Party organizations were enhanced, gradually meeting the requirements of the new situation…
Many targets during the term were met and exceeded compared to the resolution. Notably, agricultural production value reached 163 million VND/hectare; average per capita income reached over 76.4 million VND/year; total state budget revenue over 5 years reached over 151.84 billion VND. Annually, the student enrollment rate reached 99.32%; the percentage of employed people with regular jobs reached 75.01%; and the percentage of trained workers reached 40.2%. To date, the poverty rate in the commune has decreased to 2.33%; the percentage of people participating in health insurance reached 93.97%; and 100% of Party branches successfully completed their tasks...
"These results demonstrate the people's trust in the Party and the State, the role and responsibility of cadres, civil servants, and public employees; the sense of responsibility, flexibility, boldness, and decisiveness of the heads of Party committees... creating a solid foundation for the locality to enter a new era," said Comrade Pham Minh Hien.
Efforts in the new term
From July 1st, 2025, the newly established Ba Chúc commune was formed by merging three administrative units: Ba Chúc town, Lê Trì commune, and Lạc Quới commune. With an area of over 7,000 hectares and a population of over 25,600 people, the locality has significant potential for developing agriculture, small-scale industries, spiritual tourism , ecotourism, and border trade. However, the merger also presents challenges regarding development potential between regions; a high percentage of poor and near-poor households; and inconsistent technical and social infrastructure.
Mr. Nguyen Ngoc Trac, Head of the Central Executive Board of the Tu An Hieu Nghia Buddhist Association, expressed his hope that the new term would bring many breakthroughs, leading to rapid and sustainable development of the locality. “I and the people and followers of the Tu An Hieu Nghia Buddhist Association hope that the Party Committee and the government will continue to pay attention to, listen to, and absorb the opinions and feedback of the people. From there, they should promptly resolve difficulties at the grassroots level, effectively implement social welfare policies; focus on vocational training and creating stable jobs for the people; pay attention to religious and ethnic affairs… At the same time, they should dedicate more attention and policies to ethnic minority areas and remote regions…,” Mr. Nguyen Ngoc Trac said.
For the 2025-2030 term, the Party Committee of Ba Chuc commune has identified four breakthroughs in socio-economic development: breakthroughs in the development of trade, services, and tourism; breakthroughs in agricultural restructuring; breakthroughs in infrastructure investment and urbanization; and breakthroughs in administrative reform and digital transformation.
Comrade Pham Minh Hien stated that the locality is focusing on exploiting the potential of cultural, historical, and eco-tourism; developing OCOP products - accommodation services - and traditional craft villages to serve tourists; and building the image and brand of Ba Chuc as one of the attractive tourist destinations. At the same time, it is developing trade and border services.
Furthermore, it is necessary to promote the development of high-tech agriculture, strengthen regional linkages and production-consumption linkages; improve the quality of crops and livestock; and promote the development of the collective economy. Investing in transportation systems, schools, healthcare, clean water, lighting, etc., will create momentum for the development of the entire community and connect rural areas. At the same time, it is crucial to build a digital government and promote digital transformation in production, management, and public service.
| For the 2025-2030 term, Ba Chúc commune strives to achieve a state budget revenue of 244.76 billion VND over five years, with an average annual increase of 10% in total product value. By 2030, the average per capita income is expected to reach 117 million VND; the multidimensional poverty rate will be below 2%; 10 out of 11 schools will meet national standards; and the health insurance coverage rate will reach 95%. The percentage of Party members, Party organizations, the Fatherland Front, and other socio-political organizations that successfully complete their tasks will reach 90% or higher; and 80 new Party members will be admitted… |
