With its outstanding potential and advantages, the marine economy is identified as the foundation for a strong transformation of the growth model and restructuring of the province's economic sectors in the coming decade, elevating its development. In its journey towards the open sea, Khanh Hoa aims to become a national marine economic center.

Van Phong - a modern maritime economic zone.

In the overall picture of Khanh Hoa's maritime economy, Van Phong Bay is identified as a strategic core, possessing all the necessary conditions to develop into a regional transshipment port, logistics, and marine industry center. The general plan for the Van Phong Economic Zone until 2040, with a vision to 2050, not only opens up a vast development space of up to 150,000 hectares – the largest in the country among coastal economic zones – but also creates an important legal framework to attract strategic projects: deep-water ports, energy industries, shipbuilding, oil refining and petrochemicals, logistics, and modern coastal urban areas. Van Phong is also the most convenient gateway to the sea for the Central Highlands, expanding connections with Southern Laos and Northeastern Cambodia, forming an inter-regional maritime-land economic axis as the Van Phong-Nha Trang and Khanh Hoa-Buon Ma Thuot expressways are being invested in and completed.

Port infrastructure and coastal industries provide the foundation for a modern, integrated maritime economic value chain.

The Van Phong Economic Zone is entering a phase of accelerated development with the presence of major projects in the energy, industrial, and port sectors. The Van Phong 1 BOT Thermal Power Plant, HD Hyundai Vietnam Shipbuilding Company Limited, and the North and South Van Phong ports generate significant budget revenue and provide employment for thousands of workers. Coastal industrial zones such as Ninh Thuy, Doc Da Trang, Ninh Diem, and Ninh Xuan are being developed according to a modern, environmentally friendly industrial zone model, closely linked to seaports and logistics services. This opens up a significant competitive advantage for the province in the trend of global supply chain shifts, where logistics costs and environmental standards are becoming decisive factors.

Blue economy - the "lungs" of sustainable development

If industry and seaports are the "muscles" of the maritime economy, then the blue maritime economy is the "lungs" ensuring sustainable development. From high-tech aquaculture and deep processing of seafood to ecosystem conservation and emission reduction, Khanh Hoa is strongly shifting from an exploitation mindset to creating sustainable value from the sea, with the overarching message: The maritime economy is only sustainable when the marine environment is protected.

One of the key highlights is the province's effective implementation of the pilot project for developing high-tech marine aquaculture in Khanh Hoa, which was approved by the Prime Minister . High-tech marine aquaculture "industrial clusters" with HDPE cages, automatic monitoring systems, and traceability are gradually forming in the province's offshore areas. Furthermore, many large enterprises have chosen and are choosing Khanh Hoa to invest in offshore aquaculture, building "green farms in the middle of the ocean."

"The golden key" to unlocking aspirations.

One of the decisive advantages in the development of the marine economy is that the Central Committee's resolutions on provincial development have granted the province superior mechanisms and policies regarding decentralization, delegation of power, finance and budget, attracting strategic projects, and shortening investment procedures. These are prerequisites for turning planning into reality and aspirations into concrete actions. More importantly, a new momentum is spreading from the leadership's mindset to the actions of the entire system: daring to think big, daring to act quickly, and daring to take responsibility. This is the "soft power," which has the decisive strength to drive the breakthrough development of the province's marine and coastal economy.

The aspiration to become a national maritime economic hub is a long journey, but with what is being prepared – from development space, industrial dynamics, the blue economy to institutions and human resources – Khanh Hoa is facing a crucial breakthrough moment. In the not-too-distant future, Khanh Hoa will become a strong maritime economic center of the country, making a significant contribution to the overall development of the region and the nation.

Delivering a keynote address at the First Provincial Party Congress, term 2025-2030, National Assembly Chairman Tran Thanh Man emphasized:
Khanh Hoa possesses a unique advantage in its marine economy, with all the necessary conditions for the comprehensive development of key sectors such as: marine tourism and services, seaports and logistics, high-tech aquaculture and seafood exploitation, and coastal industries linked to environmental protection. In recent years, the province has taken the right steps, gradually affirming the role of the marine economy in its growth structure. In the new development phase, Khanh Hoa needs to place the marine economy at the center of its development strategy, closely linked to the task of ensuring national defense and security, maritime sovereignty, and sustainable development. The province needs to promote the attraction of large-scale projects with high scientific and technological content; develop a synchronized seaport infrastructure; and form modern marine economic value chains. At the same time, special attention should be paid to protecting the marine environment, preserving ecosystems, and improving the lives of fishing communities.
