Rethinking and reorganizing development spaces.
General Secretary To Lam emphasized: The Central Committee is working with Dak Lak province to unify the determination to act, establish specific requirements for the first year of the term, and at the same time set new standards for responsibility, effectiveness of implementation, and the role of the province in the new development stage of the country.
According to the General Secretary , the achievements in 2025 demonstrate the resilience, great efforts, and high sense of responsibility of the Party Committee, government, and people of all ethnic groups in the province. The Central Committee acknowledges and highly appreciates these efforts. However, building upon this foundation, the requirement for the next phase is not only to overcome difficulties but also to achieve even stronger breakthroughs, commensurate with the potential and strategic position of the locality.
The General Secretary pointed out: The requirement for the next stage is to develop strongly in both scale and quality, creating substantive and clear changes; transforming the orientations in the Resolution of the 14th Party Congress into concrete actions with measurable results right from the beginning of the term. This is not only a demand for growth rate but also a measure of the organizational and implementation capacity of the local apparatus.

One of the key points highlighted by the General Secretary was the need for fundamental innovation in development thinking, shifting from a regional management approach to creating strategic development spaces; establishing the role of the Central Highlands as a hub connecting the South Central Coast and border regions.
The development space needs to be reorganized along the "coastal - highland - border" axis, with transportation, logistics, energy, and digital infrastructure as pillars to form new growth poles. Simultaneously, the province must shift its growth model towards in-depth development, using processing industries, renewable energy, high-quality tourism, and the digital economy as drivers; remove institutional bottlenecks, especially regarding agricultural and forestry land; substantially improve the investment environment, and consider the private sector as a crucial driving force.

The General Secretary emphasized prioritizing education and vocational training, improving the quality of human resources, especially for young people and ethnic minorities; using the happiness and well-being of the people as a measure of growth; and resolutely refusing to sacrifice the environment and long-term livelihoods for short-term gains. At the same time, all development strategies must be closely linked to ensuring national defense and security and building an active, disciplined, honest, and people-serving government.
From the new demands of the Central Government to the determination of local authorities, a consistent message emerges: Dak Lak must break through with new thinking, new approaches, and new aspirations. This is not only the expectation of the Central Government but also the demand of this land, rich in potential and facing the opportunity to rise strongly in the new development phase of the country.

According to Comrade Luong Nguyen Minh Triet, Member of the Central Committee of the Party and Secretary of the Dak Lak Provincial Party Committee, in line with that spirit, the Standing Committee of the Dak Lak Provincial Party Committee has determined that: To achieve sustainable breakthroughs, it is necessary to take a step ahead in terms of scientific overall planning with a long-term vision; restructuring the development space along the "coastal - highland - border" axis, linked with the synchronous investment in transportation, logistics, energy, and digital infrastructure.

Alongside economic development, the province places special emphasis on investing in human resources, prioritizing education and training, developing human resources, especially young people and ethnic minorities; linking growth with improving the material and spiritual lives and happiness of the people. The province identifies maintaining national defense and security, and political and social stability as the foundation; at the same time, building a streamlined political system, an active, disciplined, and honest government so that all policies and resolutions are quickly implemented.
