The summer of 2025 marked a major turning point when Hoang Tien commune was established through the merger of four coastal communes of the former Hoang Hoa district: Hoang Hai, Hoang Yen, Hoang Tien, and Hoang Truong. Its natural area increased to nearly 24 square kilometers with a population of almost 30,000 people. The commune boasts diverse topography, including mountainous areas for forestry development, tidal zones for aquaculture, coastal areas for seafood exploitation and marine tourism development, and vast plains for agriculture. As a central commune within the Hai Tien Marine Ecotourism Area, it inherits the achievements of previous socio-economic development programs, thus possessing many advantages for socio-economic development. The rapid urbanization rate and the diversity of industries are outstanding advantages not found in every coastal locality. During the period 2020-2025, the average growth rate in this locality reached 7.1% per year, and the average per capita income reached 77.6 million VND.
In Kim Son village – one of the 12 model new rural villages in Hoang Tien commune – the first impression of the transformation is the wide, clean roads, rows of straight trees, and spacious houses interspersed with bustling commercial and service shops. It's a rural village, but it no longer has the traditional agricultural appearance. Mr. Le Van Tu, head of Kim Son village, proudly stated: "The village has over 210 households and more than 900 inhabitants. A notable point in recent years is the significant change in people's lives. From small-scale production, they have now shifted to cooperative cultivation of sweet corn and potatoes in commercial zones. Income is more stable, and their mindset has changed. Infrastructure has been invested in comprehensively with over 3km of asphalt roads; irrigation ensures production; and service industries have developed in parallel, contributing to making Kim Son one of the villages with the highest income in the commune."

One of the outstanding features of Kim Son village in particular and Hoang Tien commune in general is the comprehensively invested infrastructure system, creating a solid foundation for development. During the 2020-2025 term, the total mobilized capital reached 697 billion VND with 502 projects implemented. Many projects have shown clear effectiveness, becoming an important driving force in attracting investment and socio-economic development, contributing to shaping a new face for the locality.
The most prominent growth driver in this coastal area comes from beach tourism. The rapid development of nearly 100 accommodation establishments with thousands of quality rooms, along with a system of entertainment areas and conference centers, has gradually formed a relatively complete tourism ecosystem. With over 6.18 million visitors in the 2020-2025 period, generating revenue of approximately 7,400 billion VND, Hai Tien is gradually asserting its position as an attractive destination on the regional tourism map. Based on this, Hoang Tien commune has clearly defined its direction, using the marine economy linked with services and tourism as the pillar of growth, while maximizing resources and leveraging the strength of the entire population to gradually realize the goal of building a civilized, modern, and sustainably developed coastal urban area.
The core mission is to develop the socio-economic sector, circular agriculture , e-commerce, and sustainable tourism while protecting the environment. Nearly a year after the new commune government began operating, the clear assignment of responsibilities and decisive actions have created positive movements in many areas. With a plan to implement 75 public investment projects in the 2026-2030 period, totaling over 360 billion VND, along with a strong determination to improve the investment environment, ensure transparency in planning, shorten administrative procedures, and support businesses and people in developing production and business... Hoang Tien is gradually building the foundation for a new growth cycle.

In the tourism sector, as summer 2026 approaches, the locality has proactively implemented a comprehensive set of solutions to tighten management, improve service quality, and build a civilized, safe, and friendly tourism environment. The locality is focusing on reorganizing villages in the area to be more streamlined and efficient, with a projected reduction from 27 villages to 12. This is not only an administrative requirement but also a crucial step to enhance management effectiveness, reduce administrative layers, and create more favorable conditions for organizing and implementing socio-economic development tasks at the grassroots level.
The direction has been clearly established with the goal of achieving a 12% increase in the value of local products by 2026. This is not only a development target, but also a real "test" of the management capacity, innovative spirit, and aspiration for breakthroughs of a rapidly developing coastal locality.
