After a short period of transitioning from a lump-sum tax system to a tax declaration system, Phuong Lien office supplies and equipment business has become quite proficient with the new sales process. Ms. Dang Thi Quynh Anh, owner of Phuong Lien Household Business, shared that when they first implemented the software system, they encountered many difficulties and errors. However, after a period of use, with the support of the solution provider and the tax authorities, the transition became smoother. Importantly, they also tried to gradually familiarize themselves with the technology and new business methods. Thanks to the application of sales software and electronic invoicing, all transactions are recorded instantly, revenue, inventory, and accounts receivable are clearly displayed, and tax declarations are therefore easier.
Promoting the application of technology in the business operations of household businesses is one of the important strategies implemented by the tax sector to contribute to transparency in tax declaration and payment. That is why, when implementing the "45-day campaign to transform the tax management model from lump-sum tax to tax declaration" for household businesses, the City Tax Department not only focused on supporting the transition from the tax management method but also focused on improving the capacity of household businesses and supporting them in applying technology in management and operation.
Supporting digital transformation
Currently, the City Tax Department is strengthening connections with banks and sales software providers to integrate data and create a synchronized ecosystem, helping households fulfill their tax obligations while improving their management capabilities. The focus of this activity is not just on changing tools, but on changing perceptions so that digital transformation becomes a driving force for development. As a result, after only 45 days of implementing the campaign, the City Tax Department has completed supporting and guiding the conversion of tax management models for 100% of operating households with monitored revenue of VND 500 million or more in 2025; 94% of households have installed and used eTax Mobile. In addition, since the beginning of 2025, the Hue City Tax Department has supported the conversion and registration of invoices generated from cash registers for 230 households with revenue of VND 1 billion or more.
In 2026, in addition to performing general tax collection and management tasks, the City Tax Department will strengthen tax management for household businesses, striving for 100% of household businesses and individual business owners subject to the regulations on electronic invoices generated from cash registers, and maintaining accounting records connected and supported by at least one technology solution provider; and 95% of household businesses under tax management to install and use the eTax Mobile application to look up information, declare, and pay taxes.
According to Mr. Doan Vi Tuyen, Head of the City Tax Department, in addition to propaganda, support, and creating favorable conditions for business households to comply with tax laws, the City Tax Department is implementing many solutions to encourage business households to participate in digital transformation and use electronic invoices generated from cash registers. The City Tax Department will strengthen the review and statistics of the number of business households that have used electronic invoices generated from cash registers; coordinate with solution providers to have preferential policies and support initial costs for business households. Along with that, the content and format of the "Lucky Invoice" program will be innovated to increase attractiveness and diversity in order to create motivation for business households to use electronic invoices in their business operations...
The city tax authorities also provide maximum convenience, helping taxpayers minimize risks and enhance voluntary compliance, closely monitoring tax returns in the first period; proactively notifying, guiding, and supporting household businesses in reviewing, checking, and confirming declared information, ensuring that taxpayers can easily understand, implement, and comply with the regulations.
