On April 25th, the Hue City People's Council, in its 23rd special session of the 8th term, voted to approve the policy on rearranging and reorganizing commune-level administrative units in the city.

According to the plan, Hue City is expected to have 40 commune-level administrative units after reorganizing the current 133 communes and wards. Among these 40 units, many will have new names associated with cultural and historical landmarks, which have been highly praised by the public. In A Luoi district alone, after the reorganization, it is expected that from 18 administrative units, only 5 commune-level units will remain, and these are expected to be numbered sequentially as A Luoi from 1 to 5.

At a meeting of the Hue City People's Council, explaining the naming of administrative units after the reorganization of A Luoi district, Mr. Le Truong Luu, Member of the Central Committee of the Party, Secretary of the City Party Committee, Chairman of the People's Council, and Head of the Hue City National Assembly Delegation, said: The city has listened to the concerns of the people regarding the renaming of communes and wards, especially in the mountainous A Luoi area.

According to Mr. Luu, the naming scheme in Hue City is primarily based on geographical features, history, and the existing names of the areas. Regarding A Luoi District, the city leaders are carefully considering the proposed new name. "The localities don't want to lose their existing names, so there have been suggestions to use initial letters of the locality, such as Quang Nham, Trung Son… This time, A Luoi District is proposing not to lose the historical place name 'A Luoi'," Mr. Luu said.

Their aspiration is to be collectively identified as "people of A Lưới".

Mr. Ho Dam Giang, Deputy Secretary of the District Party Committee and Chairman of the People's Committee of A Luoi District, said: The plan to name the five communes after the reorganization as A Luoi from 1 to 5 is in line with the central government's directives and the guidance of Resolution 76/2025/NQ-UBTVQH15 of the Standing Committee of the National Assembly on the reorganization of administrative units in 2025.

Specifically, the naming and renaming of commune-level administrative units are regulated as follows: The names of commune-level administrative units should be easy to read, easy to remember, concise, systematic, scientific , consistent with the historical and cultural traditions of the locality, and supported by the local people. It is encouraged to name commune-level administrative units according to their sequential order or according to the names of district-level administrative units (before reorganization) with a sequential number attached to facilitate digitization and data updating. The names of commune-level administrative units must not duplicate the names of administrative units of the same level within the provincial-level administrative unit or within the provincial-level administrative unit planned after reorganization.

At the same time, the name A Lưới has also gone down in history, becoming known to friends both domestically and internationally. After proposing this plan, the local authorities consulted with the people and achieved high consensus (over 96%).

Mr. Nguyen Van Phuong, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Hue City, said that it is understandable that there are many different opinions and proposals regarding the names of the new wards and communes. This is because there will be many different perspectives, and the proposed options are valuable, worthy of respect, and should be acknowledged. The desire to use the name A Luoi as the common name for all five communes is the wish of the people and the local government. Of course, there are still other opinions on how to name them; this issue has been discussed and decided after consulting with the people and being approved by the People's Councils of the communes and the District People's Council in accordance with regulations.

According to the leaders of A Lưới district, the reason for choosing the name "A Lưới" as the common name is the desire of the people to share a common identity, to be "under one roof," to create cohesion, and at the same time to facilitate communication and management.

Retaining the name "A Lưới" in the new names helps maintain the cultural, geographical, and historical identity of the area. Therefore, the people of the communes all wish to be identified as "people of A Lưới," the place they are attached to, without losing their local identity after the merger.

The name A Lưới is not just a place name, but a symbol of the intersection between tradition and modernity, between the highland people and integration, between past history and development trends, now more closely linked within the expanding space of Hue City.
