In Vietnam, agricultural production is a strength, playing a pivotal role in the economy , ensuring food security and export growth. In the first 10 months of 2023, the total export value of the agricultural sector reached US$43.08 billion. This year, the agricultural sector is projected to earn US$53-55 billion from the export of agricultural, forestry, and aquatic products.

However, alongside these achievements, Minister of Agriculture and Rural Development Le Minh Hoan has repeatedly pointed out the reality that the agricultural sector still lacks information, leading to supply and demand disruptions, producers are unclear about the market, while the market is unclear about production capacity, and management agencies are also unclear about these issues.

General data is a prerequisite for forecasting the agricultural market, contributing to the development of appropriate mechanisms and policies to guide production development. However, for many years, we have been collecting data manually, in a fragmented and disconnected manner. As a result, agricultural prices are volatile, supply and demand are unbalanced, and we have had to call for "rescue" efforts many times.

Minister Le Minh Hoan emphasized that digital transformation will help the agricultural sector gradually eliminate ambiguity. Accordingly, applying digital technology in building large data warehouses is a prerequisite for transparent information, accurate analysis and forecasting of market trends and agricultural product prices... then organizing production accordingly, ensuring a balance between supply and demand.

To build a large data warehouse, in 2022, the agricultural sector collaborated with the Vietnam Post and Telecommunications Group (VNPT) to launch the Livestock Industry Information System and Database. This is because having data allows management agencies to better understand their managed entities, organizational models, optimize operations, and gradually enhance artificial intelligence.

According to Deputy Minister of Agriculture and Rural Development Phung Duc Tien, this will be an important foundation for improving the management and operational capacity of state agencies, organizing livestock development according to market trends, signals, and demands, and strictly controlling quality and food safety to enhance the value and competitiveness of Vietnamese livestock products.

At the same time, it serves as a platform for proactive two-way information sharing between state management agencies, businesses, and livestock farmers. The system will help to accurately and promptly update information on livestock farms, total herd size, production volume, products, animal feed, and product consumption markets.

Next, the agricultural sector will put into operation the National Database System on Crop Production, creating a proactive connection and two-way information sharing between state management agencies and people and businesses operating in the crop production sector. From there, the database will be exploited for various purposes such as: policy development, production guidance, regulation, supply and demand connection, technology transfer, forecasting, monitoring and controlling production, product quality control, and agricultural product traceability.

According to the head of the Department of Crop Production, this is an important foundation that helps the crop production sector stabilize output, control quality, increase competitiveness, and develop sustainably to meet market demands. Based on this foundation, it is possible to analyze and forecast the market situation of key agricultural products and identify products with the potential for large-scale development early on.

To facilitate operations, in addition to the website, the Department of Crop Production has collaborated with VNPT to develop a mobile app so that units can easily access, utilize information, and operate the database system.

Deputy Minister Phung Duc Tien acknowledged that building an information system and database for updating and managing planting area codes is of great importance in identifying Vietnamese agricultural products, contributing to building trust and affirming the brand of quality of Vietnamese agricultural products in domestic and international markets, bringing benefits to farmers, cooperatives and businesses.

Furthermore, the system, once operational, will bring many practical benefits to both management agencies, businesses, and farmers. These include monitoring and controlling production; controlling product quality at the source; tracing the origin of crop products; supporting and connecting with product consumption markets; and providing advice and technical support for cultivation.

Currently, data on the VNPT AIMS system is continuously synchronized and directly connected to specialized management systems and agricultural sector monitoring and control centers. This helps management agencies reduce the time spent collecting, reporting, and statistically analyzing industry data by sector, supporting timely and accurate decision-making.

Through VNPT AIMS, relevant ministries and agencies can comprehensively manage all aspects of the agricultural sector, assess management situations, and obtain accurate information on crops, livestock, aquaculture, diseases, techniques, production, seasons, etc., in a holistic manner. This allows them to develop strategies to promote sustainable agricultural development.

According to a report by the Center for Digital Transformation and Agricultural Statistics, in the first nine months of 2022, the Ministry of Agriculture and Rural Development implemented 43 out of 51 key tasks assigned in the Ministry's Digital Transformation Plan for 2023, related to digital awareness, digital infrastructure, digital data, digital platforms, etc. For example, the livestock, crop, and veterinary sectors have developed and perfected big data for their respective industries.

The agricultural sector is accelerating the development of data architecture and traceability. This forms the basis for synchronizing existing databases and moving towards standardizing future databases.
