DTO - On the morning of June 25, 2023, the groundbreaking ceremony for the Investment Project to build Ring Road 4 ( Hanoi Capital Region) and the Cao Lanh - An Huu Expressway Construction Project, Phase 1 (Component Project 1) was held simultaneously. Prime Minister Pham Minh Chinh attended and directed the ceremony at the Hanoi location . Attending in Dong Thap were Deputy Prime Minister Tran Luu Quang, along with leaders of central ministries, departments, and agencies; and leaders of provinces and cities in the Mekong Delta region.

On the Đồng Tháp province side, attendees included Lê Quốc Phong, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Đồng Tháp Provincial Party Committee - Head of the Steering Committee for the implementation of the Cao Lãnh - An Hữu Expressway Construction Project; Phan Văn Thắng, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Phạm Thiện Nghĩa, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; leaders of districts, cities, communes, towns, and residents in the project area.

Speaking at the groundbreaking ceremony, Chairman of the Provincial People's Committee Pham Thien Nghia said that the Cao Lan - An Huu expressway construction project is part of the socio-economic recovery and development program. This is an important route in the transportation network of Dong Thap province in particular and the Mekong Delta region in general, forming a strategic inter-regional transportation infrastructure, serving the socio-economic development, security and defense goals of the entire region, and making a significant contribution to achieving the goal of developing a synchronous and modern transportation infrastructure system as outlined in the Resolution of the 13th National Congress of the Communist Party of Vietnam.

According to the Chairman of the Provincial People's Committee, Pham Thien Nghia, this is the first time Dong Thap province has been assigned to implement a large-scale investment project requiring high technical standards and an urgent implementation timeframe. In that spirit, Dong Thap promptly established a Steering Committee for the implementation of the Cao Lan - An Huu Expressway project, chaired by the Provincial Party Secretary and with the Chairman of the Provincial People's Committee as Vice-Chairman. Thanks to the determination and urgency of the central ministries and agencies and local authorities in coordinating the implementation, the investment preparation for component 1 of the project was completed on schedule.

The joint venture of VNCN E&C Construction and Engineering Investment Joint Stock Company, Thien An Mechanical and Construction One-Member Limited Liability Company, and Dacinco Construction Investment Limited Liability Company donated 16 charitable houses to disadvantaged families in Cao Lanh district.

The Cao Lanh - An Huu expressway project is funded by socio-economic development recovery funds and public investment capital for the period 2021-2025 and beyond. Accordingly, phase 1 of the project is divided into two sub-projects with a total investment of VND 5,886 billion. Sub-project 1, under the responsibility of the Dong Thap Provincial People's Committee, is 16km long with a total investment of VND 3,640 billion, while sub-project 2, under the responsibility of the Tien Giang Provincial People's Committee, is 11.43km long with a total investment of VND 2,246 billion. The starting point of the Cao Lanh - An Huu expressway intersects with the My An - Cao Lanh expressway in Cao Lanh district, Dong Thap province. The end point intersects with the Trung Luong - My Thuan expressway in Cai Be district, Tien Giang province.

The Cao Lanh - An Huu Expressway, Component 1, includes 19 bridge structures; interchanges; access roads and return roads; drainage systems; and other works such as traffic safety systems, fences, lighting, and embankment reinforcement. Upon completion, the Cao Lanh - An Huu Expressway will meet the standards of a 4-lane expressway, with a roadbed width of nearly 25m and a design speed of 100km/h. In Phase 1, the investment phase will be a limited 4-lane project with a roadbed width of 17m and an operating speed of 80km/h. The implementation period for Phase 1 of the Cao Lanh - An Huu Expressway project is from 2022 to 2027.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh highly appreciated the sense of responsibility shown by the local authorities and organizations in the land clearance and completion of procedures for the expressway project. Prime Minister Pham Minh Chinh stated that in order to complete the expressways on schedule, the relevant sectors and localities still have a large amount of work to do. Therefore, the units need to continue closely monitoring the project's progress, decentralizing authority, and reviewing tasks to allocate time and resources appropriately in order to further accelerate progress according to the set requirements and objectives.
Prime Minister Pham Minh Chinh also noted that localities need to pay special attention to the issue of relocating people to new homes, ensuring living conditions are equal to or better than their previous homes so that people can settle down with peace of mind and continue to develop the economy. At the same time, they should continue to complete land clearance work to hand over the land to the construction units.
Regarding the preparation of construction materials, waste disposal sites, sand, stone, etc., Prime Minister Pham Minh Chinh instructed the Chairman of the Provincial People's Committee and relevant units to pay close attention to implementation, avoiding corruption and negative practices in the exploitation of common raw materials to serve the project. Ministries, sectors, and localities must "overcome the sun and rain," and focus all efforts on implementing the expressway projects to ensure completion on schedule.
