From the city level to the grassroots, the city has promptly concretized the policies and directives of the Central Government and the City Party Committee with the motto: "Firmly grasping policies and guidelines - Thoroughly understanding the situation and reality - Clearly understanding functions and tasks" and "Closely and effectively coordinating with agencies of the Central Government and the City." Hanoi has effectively implemented and promoted the theme "Discipline, responsibility, action, creativity, development," fostering a spirit of innovation, daring to think, daring to act, and daring to take responsibility among cadres and Party members, creating important momentum for the capital to achieve significant results in socio-economic development.
Specifically, GDP growth reached 6.52%; state budget revenue exceeded 500,000 billion VND for the first time, an increase of nearly 20% compared to 2023, accounting for approximately 28% of the total national budget revenue; per capita GRDP is estimated at 163.5 million VND… A series of social welfare goals and efforts to improve people's quality of life also made breakthroughs to achieve targets ahead of schedule.
These seemingly dry but meaningful statistics represent the efforts of the entire political system, working shoulder-to-shoulder with the people and businesses to resolve every difficulty and obstacle. The "bottlenecks" in mechanisms and policies have been removed and adjusted, and specific solutions have been implemented to suit each situation, thoroughly addressing the issues… Hanoi has also demonstrated its leading role in continuing to build a synchronous, modern, and highly connected infrastructure; investing in digital infrastructure, creating a foundation for the development of digital government, digital economy, digital society, and smart cities…
Last year, despite remaining limitations and unresolved bottlenecks that constantly troubled the city's leaders, Hanoi, in the face of new demands for a new phase of development, and in its position and role as the capital, continued to affirm its responsibility as a "model and leading" locality in implementing tasks. With a spirit of decisiveness, breakthroughs, innovative thinking and action, and leveraging the creativity of all levels and sectors; and utilizing all potential and resources, Hanoi has set higher goals for 2025, to accelerate and break through with the rest of the country, creating momentum to enter an era of self-improvement, realizing the goal of making the capital "Cultural - Civilized - Modern" a globally connected city, deeply integrated, and highly competitive with the region and the world.
Based on the major orientations of the Central Government, Hanoi continues to apply and concretize them into its work programs and plans to achieve rapid and sustainable development, harmoniously combining economic and cultural development, environmental protection, and ensuring the security, safety, and happiness of the people. At the same time, the Law on the Capital City 2024, now in effect, has created a breakthrough in institutions and mechanisms as the city has been granted greater autonomy; the Hanoi Capital City Planning, after its promulgation, has also created a new, open, and bright development space for Hanoi. These new conditions, new mechanisms, and renewed determination are the resources and opportunities for the city to realize its aspiration for breakthrough development, commensurate with its stature and mission.
The new year 2025 has arrived with new hopes. The achievements already made will serve as a solid foundation and preparation for the final year of implementing the 2020-2025 five-year plan. Hanoi, like the rest of the country, is demonstrating proactiveness and determination from the very beginning of the year, working together in unity to get things started.
