Speaking at the opening ceremony, Vice Chairman of the Quang Ngai Provincial People's Committee Vo Phien expressed his delight that the PP&PA-24 Program was held in Quang Ngai, creating conditions to strengthen cooperation in various fields: training and capacity building in the health sector; humanitarian assistance and disaster relief; support for minor repairs to schools and health stations; community exchange activities in arts, sports, etc.

“These activities once again contribute to strengthening mutual understanding, solidarity, and international cooperation for peace , friendly cooperation, and sustainable development,” shared the Vice Chairman of the Quang Ngai Provincial People's Committee.

According to Mr. Vo Phien, Quang Ngai is located in an area heavily impacted by natural disasters and climate change, which has greatly affected the lives and livelihoods of the people and production and business activities in the province.

Therefore, improving skills in disaster response, prevention, and recovery is essential to minimize the negative impacts of natural disasters and climate change.

U.S. Consul General in Ho Chi Minh City Susan Burns said that the focus of this year's event will be on health missions, recognizing the fundamental need to improve the health of communities.

American and Vietnamese doctors and nurses will work together throughout the year. U.S. Navy and Air Force engineers will assist in renovating schools and clinics, conduct humanitarian aid and disaster response training, and participate in aviation medicine exchanges, concerts, and community outreach activities throughout Quang Ngai province.

Several international partners of the program are also supporting the operations, including surgeons from Australia, the United Kingdom, and Chile – who will be performing the surgeries. The Pacific Partnership and Pacific Angel programs are a testament to the region's best practices in working together to support humanitarian causes.

According to U.S. Navy Captain Daniel J. Keeler, Commander of the PP&PA-24 Program, the launch of the Pacific Partnership and Pacific Angel 2024 program marks the beginning of a new effort to strengthen relations between the two countries.

The opening ceremony also included a musical exchange program featuring performances by the Pacific Fleet Band and the Provincial Cultural and Arts Center; and a welcoming ceremony by the host locality, in accordance with the tradition of the Pacific Partnership and Pacific Angels programs.

The PP&PA-24 program in Quang Ngai province will take place from August 19-30, 2024, and is expected to include approximately 60 activities across five sectors: communication, healthcare, humanitarian assistance and disaster relief, construction, and community engagement.

The Pacific Partnership program is a multinational humanitarian training and support program initiated by the United States Government. The Pacific Angel program is a joint and combined humanitarian support operation led by the U.S. Air Force in the Pacific.

This marks the first time the U.S. Pacific Command has collaborated with partners to simultaneously implement the PP&PA program in a Vietnamese locality; one of the diplomatic activities aimed at implementing the Joint Statement on upgrading Vietnam-U.S. relations to a Comprehensive Strategic Partnership in October 2023.
