
Over the past period, the Da Nang City Party Committee, People's Council, and People's Committee have focused on leading and directing the review and resolution of stalled and long-standing projects, gradually unlocking "frozen" resources and creating new development opportunities for the city.
Focus on clearing blockages.
The Resolution of the First Congress of the Da Nang City Party Committee (2025-2030 term) identifies three breakthrough tasks, prioritizing the effective implementation of specific mechanisms and policies; removing difficulties and obstacles; strongly developing the private economy ; and maximizing the mobilization of resources for infrastructure development, promoting rapid and sustainable growth.
Among the key solutions, the city emphasized the need to focus on addressing bottlenecks related to land, procedures, credit, technology, and markets; promoting dialogue and supporting businesses in conjunction with administrative reforms, improving the investment environment, and enhancing competitiveness.
Recognizing the obstacles, Da Nang city has demonstrated strong political determination in resolving difficulties for projects, especially land-related projects, identifying this as a task for the entire political system with the synchronized involvement of departments, agencies, and localities.
The city has established task forces and inter-agency teams to review and address projects that are behind schedule, as well as land plots showing signs of waste or violations of land laws. Through the review, projects are clearly categorized: projects that are eligible to continue implementation; projects that need to resolve legal obstacles; projects that require adjustments or extensions of deadlines; and projects that must be revoked according to regulations.

Alongside addressing specific projects, the city focuses on improving institutions and policies regarding land, investment, and planning. Updating and adjusting zoning plans and detailed plans in a synchronized and feasible manner has created an important legal basis for resolving long-standing bottlenecks, while simultaneously enhancing the transparency of the investment environment.
According to Ms. Tran Thi Thanh Tam, Director of the Department of Finance, administrative procedure reform in the fields of investment, land, and construction is a key solution. Shortening the processing time, increasing transparency in procedures, and clearly defining responsibilities have contributed to reducing compliance costs and creating more favorable conditions for businesses.
In addition, the city is promoting digital transformation in land management, publicly disclosing planning information and land use plans, making it easier for people and businesses to access information and reducing disputes and complaints.
For projects that have been delayed for a long time, the city is determined to reclaim the land, create clean land funds, restore order, and affirm a serious and transparent investment environment.
Mr. Vo Nguyen Chuong, Director of the City's Land Development Center, stated that during the process of resolving difficulties for projects, the city always prioritizes the legitimate interests of the people. Land clearance and resettlement are implemented cautiously, ensuring that people have stable housing and living conditions equal to or better than their previous homes; many resettlement areas have been invested in with comprehensive technical and social infrastructure, creating high levels of consensus.
Expanding the scope for development
The Golden Hills City eco-urban project is a typical case where issues are gradually being resolved. The review by relevant authorities, the identification of obstacles, and the specific solutions are expected to create a favorable legal framework, helping the project stabilize and maximize investment efficiency.

Following government directives, relevant agencies are coordinating a review of the entire investment process. On the investor's side, Trung Nam Joint Stock Company has agreed to hand over approximately 45.91 hectares of land outside the project boundaries to the city for management according to the general plan and will proactively fulfill all arising financial obligations.
Mr. Nguyen Thuc Dung, Chairman of the Hai Van Ward People's Committee, said that resolving difficulties for the Golden Hills City project not only avoids wasting invested resources but also contributes to the effective exploitation of state and social resources, creating further impetus for growth.
According to Mr. Pham Nam Son, Director of the Department of Agriculture and Environment, during the period 2023-2025, Da Nang successfully auctioned 11 large land plots, generating over 1,869 billion VND; and completed the auction and is currently processing land allocation procedures for 57 residential land plots, totaling over 306 billion VND. In the coming period, the city plans to continue auctioning 19 land plots and 215 residential land plots, with an estimated total revenue of approximately 7,815 billion VND.
From the practical implementation, the city has drawn many important lessons, most notably decisive and systematic leadership and direction; promoting the role of the head of each agency; strengthening the digitization of records and building a modern land database; and ensuring openness and transparency in management, creating consensus among citizens and businesses.
