Currently, more than 6.5 million Vietnamese people are living and residing in over 130 countries and territories. Among them, many overseas Vietnamese wish to invest in Vietnam.

On June 10, 2026, the Politburo issued Decision No. 198-QD/TW establishing the Central Steering Committee on Foreign Affairs and International Integration, chaired by General Secretary and President To Lam. The decision was issued amidst a complex regional and global situation involving economic security, energy security, and both traditional and non-traditional security issues.

The directives of General Secretary and President To Lam during this period focused on perfecting policies towards the Vietnamese community abroad, continuing to affirm that overseas Vietnamese are an inseparable part of the Vietnamese nation.

General Secretary and President To Lam called for "unlocking resources," shifting from a management-oriented mindset to a post-audit approach to unleash productive forces, while using the connection of overseas Vietnamese intellectuals and entrepreneurs as a driving force for national development. In addition, on June 10, 2026, General Secretary and President To Lam also emphasized the need to attract and utilize talent during a meeting with the Central Organization Committee.

As we know, for any country wishing to develop, a prerequisite is that businesses, entrepreneurs, and household businesses need appropriate policies from the Government and the State to support their investment, production, and business activities; and at the same time, build a transparent and consistent legal system so that businesses have a basis to operate correctly, effectively, and efficiently.

For a long time, we have had many overlapping policies and regulations that create difficulties for businesses and entrepreneurs, hindering the development of the private sector.

At the beginning of his new term, Prime Minister Le Minh Hung decisively directed ministries and agencies to review and immediately cut down overlapping business conditions and unnecessary barriers.

Furthermore, regulations, decrees, and legal provisions that hinder the development of private enterprises in general also need to be reviewed, amended, or repealed if Vietnam wants to achieve double-digit GDP growth in 2026 and beyond.

The concept of "ethnic minority businesses and entrepreneurs" has a broad meaning, encompassing both the domestic business community and overseas Vietnamese businesses and entrepreneurs who return to invest and develop in Vietnam.

According to Resolution No. 36-NQ/TW of the Politburo, overseas Vietnamese are an inseparable part of the Vietnamese national community. Therefore, overseas Vietnamese businesses and entrepreneurs are inherently a part of the national business community.

However, to become a truly national enterprise and entrepreneur, it is not only necessary to contribute to economic growth but also to shoulder social responsibility, create jobs for workers, and fulfill all tax obligations to the State as prescribed by law.

Most importantly, we must have a national spirit, a healthy business culture, and dare to be pioneers in the fields of science, technology, innovation, and environmental protection, contributing to the sustainable development of the country.

To resolve existing obstacles and facilitate the return of overseas Vietnamese to Vietnam, we need to streamline the issuance of long-term, multiple-entry visas; create favorable conditions for them to purchase houses and apartments like Vietnamese citizens in the country; and ensure they have access to resources, assets, and development opportunities like domestic citizens.

To attract overseas Vietnamese to invest and contribute to the country's development, genuine sincerity is needed from the central government to local authorities. Obstacles arising from the grassroots and local levels must be removed as soon as possible.

For intellectuals and scientists returning to Vietnam to work, it is necessary to create conditions that allow them the right to choose, develop initiatives, and take ownership of their work, without being subjected to coercion or facing unhealthy competition. At the same time, there needs to be a mechanism for rewarding them appropriately based on their abilities and professional qualifications, approaching the working conditions they experienced in their home countries. Only then can we remove the bottlenecks hindering the country's development.

The Central Committee of the Vietnam Fatherland Front, in coordination with the State Committee for Overseas Vietnamese and the Ministry of Foreign Affairs, should continue to review, select, and add more outstanding individuals abroad to participate in the Central Committee of the Vietnam Fatherland Front. This aims to disseminate the good policies and guidelines that the Vietnamese Party and State are implementing, while also demonstrating a proactive spirit and determination to successfully develop the country in this era of national progress.

The selection of 17 overseas Vietnamese delegates to serve as members of the Central Committee of the Vietnam Fatherland Front profoundly and genuinely demonstrates the concern and respect of the Party and State leaders for the overseas Vietnamese community.

This creates favorable conditions for overseas Vietnamese businesses and entrepreneurs to return to Vietnam to invest, develop production and business, and contribute to building a strong national business and entrepreneur base.
