"Rolling out the red carpet" to attract and utilize talented people to work is an issue raised by many localities in recent times. However, the common denominator is still more failures than successes.
There are localities, such as Ho Chi Minh City, in the period from 2014 to 2022, this city has had 2 programs to attract talented people approved and implemented by the City People's Council.
However, the results obtained in both batches, as admitted by Ho Chi Minh City leaders, were "modest". For example, in the period 2018 - 2022, Ho Chi Minh City People's Committee only approved the results of attracting 5 experts, scientists and 5 people with special talents.
Or like Thua Thien - Hue province recently determined to find a person who is both talented and virtuous to be deputy director of the Department of Tourism through an examination. However, after nearly 16 months and 4 application extensions, no one has applied.
The reason why localities cannot attract, and if they can attract, sooner or later the situation of "talented people come and talented people leave", has long been discussed, explained, and proposed. solution… too much in the press.
Localities also continuously upgrade solutions by changing remuneration policies, but reality has not shown many positive results.
On March 26.3, during the discussion session, giving opinions of National Assembly delegates in charge of the draft Capital Law (amended), once again, the issue of how to effectively attract and utilize talented people was raised. Delegates mentioned and analyzed with quite new perspectives.
Delegate Le Thanh Van (Ca Mau Delegation) proposed solutions for Hanoi, but actually also explained the common cause of failure of localities in the matter of appreciating talented people from practical lessons.
Delegates said that they have talented people but do not arrange jobs according to their strengths and abilities, they just "attract them and leave them there", or arrange them for administrative work, which is ineffective and too wasteful.
The next problem, after arranging jobs, must think about promotion opportunities for talented people. The inventions and initiatives of talented people are respected and implemented. Letting "talented people sit under less talented people and be unhappy is just meaningless." Besides, there need to be incentives on taxes, salaries, health care, education, housing...
Regarding the issue of recruitment, delegate Le Thanh Van mentioned "the experience of the ancients" with 3 ways to attract talents: exam, recommendation and self-recommendation.
However, the delegates noted an aspect that is quite common today that ancient people did not have and must be "seriously dealt with". That is a situation where people in authority abuse regulations to bring in their own people, "4C" (children and grandchildren of the elderly).
Unlike other localities where attracting and appreciating talented people is a policy introduced by Hanoi, becoming an important part of the Capital Law (amended).
But it will be a common story - a successful lesson for localities if Hanoi's new policies and practices here achieve unexpected results!
