In 2024, the Central Government assigned a public investment capital plan of VND 81.033 billion, 1,72 times the 2023 plan. To accelerate the ability to implement projects and increase the efficiency of capital use, the Party Committee Hanoi People's Committee proposes to continue to allocate for tasks and projects from site clearance sources, the remaining capital after allocation is 4.941,8 billion VND to ensure capital needs (if any) in case of development. generate more revenue than planned for each project.
After adjusting the capital plan for 2024 at the city level, there is still 6.714,008 billion VND remaining for tasks and projects. In addition, there is still 521 billion VND in investment spending for districts and towns that have not been allocated in detail.
The annual city-level public investment capital plan for the period 2021-2024 up to now is 144.878 billion VND, accounting for 57% of the plan, the remaining amount to be allocated is 109.437 billion VND, accounting for 43% of the plan.
Regarding the allocation of the medium-term capital plan granted to Hanoi to date, it is 254.315,7 billion VND; Detailed allocation for tasks and projects is 242.732,7 billion VND, while 11.583 billion VND has not been allocated in detail. In addition, there are currently 167 projects that have had their investment policies approved but have not yet approved the project with a balanced mid-term capital plan for 2021-2025 of VND 30.921,3 billion.
Currently, many districts and towns need to supplement the list and medium-term capital plan for the 5-year 2021-2025 city budget to support the implementation of school, health care, monuments, and technical infrastructure projects. Technically, the Party Committee of the Hanoi People's Committee proposed to accept the policy of allowing continued research and review of reports to the City Party Committee and People's Council to consider supplementing the city budget to support investment for a number of projects in Hanoi. The area still has difficulty balancing the budget: projects with seriously degraded monuments, projects with severely degraded items, priority is given to national-level monuments; National standard public schools in the area have a lower rate of schools meeting standards than the general level of Hanoi City; Some traffic routes are inter-regional, inter-district, and inter-line to connect transport infrastructure for socio-economic development in some difficult localities.
The support must ensure compliance with the completion of investment procedures of the projects, the ability to balance the supporting city budget and the solid counterpart of the budget of each district and town; ensure fairness and transparency; Supported projects must be completed in the period 2024 - 2025.
Regarding district budget funding to support districts in 2024, the Party Committee of the Hanoi People's Committee proposed allowing 5 districts (Cau Giay, Hoan Kiem, Ba Dinh, Hai Ba Trung, Bac Tu Liem) to support 10 districts. , towns (Ba Vi, Soc Son, Thanh Oai, Thuong Tin, Ung Hoa, Son Tay, Phuc Tho, Quoc Oai, Phu Xuyen, Chuong My) period 2024-2025 with a budget of 213,658 billion VND for 19 projects.
