However, in the context of the world situation continuing to develop in a complicated and unpredictable manner, affecting global and domestic petroleum prices and supplies; Many businesses, gasoline and oil retail stores have not strictly implemented regulations; Smuggling and trade fraud in the petroleum sector still pose a potential risk of complicated developments...

To continue to further improve the efficiency of petroleum management and administration, ensure sufficient petroleum supply for the domestic market and strictly implement regulations on management and use of electronic invoices for operations. Petroleum business and retail activities, the Prime Minister requested the Minister of Industry and Trade, the Minister of Finance, the Chairman of the Committee for Management of State Capital at Enterprises, and the Chairman of the People's Committees of provinces and cities to Centrally run city, Chairman, General Director: Vietnam Oil and Gas Group, Vietnam Petroleum Group, Binh Son Refining and Petrochemical Joint Stock Company, Nghi Son Refining and Petrochemical Company Limited, Chairman of the Association Vietnam Petroleum and the Heads of relevant Ministries and agencies seriously, fully, drastically, promptly and effectively implement the tasks and solutions assigned in the Government's Resolutions, Official Telegrams, and documents. the Prime Minister's directive mentioned above; which focuses on immediately implementing the following key tasks and solutions:

1. Minister of Industry and Trade

a) Regularly monitor and grasp the situation of the world and domestic petroleum markets to proactively take early and remote measures according to authority and regulations to fully meet the demand for petroleum for production activities. production, business and consumption of the people, absolutely not allowing shortages or disruptions in the supply of petroleum in any situation.

b) Direct petroleum trading enterprises and petroleum retail enterprises nationwide to properly and fully comply with the provisions of law on petroleum trading; Strictly implement regulations on electronic invoices for petroleum business and retail activities, especially in issuing electronic invoices at petroleum retail stores to customers for each sale. at gasoline retail stores and provide electronic invoice data according to regulations. At the same time, continue to research solutions to further simplify payment methods through the application of strong and thorough digital transformation in electronic invoicing connected with the tax industry.

c) Coordinate with the Ministry of Finance and People's Committees of provinces and centrally-run cities according to assigned functions and tasks to direct functional forces to consider and handle petroleum trading enterprises that do not comply in accordance with regulations on electronic invoices, including requests to temporarily suspend business operations and revoke licenses and certificates of eligibility for petroleum trading according to the Government's direction in Resolution No. 28/NQ- CP March 05, 3; At the same time, synchronously implement solutions to ensure petroleum supply for the domestic market.

d) Urgently preside and coordinate with relevant ministries and agencies to review and evaluate thoroughly and comprehensively, and propose to develop a Decree to replace Decrees on petroleum business in accordance with the direction of the Government. 2. Minister of Finance

a) Take the lead and coordinate with the Ministry of Industry and Trade, the Ministry of Public Security, the People's Committees of provinces and centrally-run cities and relevant ministries, agencies and localities to immediately deploy drastic and consistent solutions. 3. The Minister of Information and Communications closely coordinates with the Ministers of Industry, Trade, and Finance to direct press agencies and coordinate with Vietnam Television, Voice of Vietnam, and News Agency.
