In addition to upgrading and investing in existing facilities, this project has many breakthroughs such as building a new Emergency Center 115 in Tan Kien commune (Binh Chanh), forming a system of Center clusters. 115 emergency center in the central area and Thu Duc city.

There will be a training and practical training area for emergency medical professionals outside the hospital (paramedic); There is an area to supply medical supplies and equipment, and a specialized warranty and maintenance area for out-of-hospital emergency vehicles. In particular, there will also be a center to receive calls, advise on on-site treatment for people, and coordinate external emergency teams (dispatchers).
Dr. Long said that when formed, this center will work with satellite emergency stations 115 and hospitals in the area to ensure they meet the emergency needs of people in Binh Tan district, district 6, District 8 and Binh Chanh district.
To operate, this center is equipped with 15 specialized ambulances and 5 ambulance motorbikes with an expected workforce of 99 people.
Emergency center 115 Center clusters:
Located at the existing facility in District 10, responsible for out-of-hospital emergency in the central city area, while ensuring readiness to respond to emergency situations in key areas including the City People's Committee and construction projects. traffic, festivals, political, economic, cultural and tourism events in the area.
The center is equipped with 10 specialized ambulances and 10 ambulance motorbikes with an estimated workforce of 69 people. Dr. Long said that this center will work with Satellite Emergency Station 115 and hospitals in the area to ensure that it meets the outpatient emergency needs of people in districts 1, 3, 4, 5, 7. , 10, 11.
Emergency center 115 in Thu Duc cluster:
Located on an area of land with an area of 29.000m², Thanh My Loi Ward, Thu Duc City, specializing in receiving calls and coordinating emergency outside hospitals in Thu Duc City area. In addition, this center is also a backup facility for information technology infrastructure, ensuring network security for the main facility when emergency situations occur.
The center is equipped with 7 specialized ambulances and 5 ambulance motorbikes with an estimated workforce of 51 people.
115 Aviation Emergency Center:
Located at the campus of Military Hospital 175, together with Military Hospital 175 and the Southern Helicopter Company (18th Army) are responsible for providing emergency medical aid by air for the people of Ho Chi Minh City and the southern region. Male.
This center is equipped with ambulance helicopters, 17 specialized ambulances and 5 ambulance motorbikes with an estimated workforce of 111 people.
In addition to developing air ambulance, this center will work with Satellite Emergency Station 115 and hospitals in the area to ensure the need for out-of-hospital emergency care for people in districts including: 12 , Go Vap, Phu Nhuan, Binh Thanh, Tan Binh, Tan Phu, Hoc Mon and Cu Chi.
Waterway 115 emergency center:
Located on the campus of Can Gio District Center (formerly), responsible for out-of-hospital emergency in Can Gio district and developing a waterway emergency model.

Regarding implementation time, the project is divided into 2 phases. In particular, the period from 2023-2026 will prioritize the establishment and deployment of Tan Kien Cluster 115 Emergency Center, 115 Air Emergency Station and 115 Waterway Emergency Station.
During this time, continue to develop the activities of the 115 emergency center clusters in District 10.
Phase 2 from 2026-2030 will establish Emergency Center 115 in Thu Duc cluster and complete the operation of Emergency Station 115 on waterways.
