Part 3: Bringing Thai Binh to further development

Not only has Thai Binh province developed the Thai Binh Economic Zone into a key economic development hub and driving force, but with the aspiration to reach out to the wider world, over the years the province has implemented many practical solutions and actions to effectively and rationally exploit and utilize existing potentials and advantages, as well as ensure the feasibility of mobilizing and using resources, thereby leading Thai Binh to further development.

Accelerating the development of the maritime economy.

To promote the development of the marine economy, Thai Binh province has effectively implemented Resolution No. 36-NQ/TW of the Eighth Plenum of the Central Committee of the Communist Party of Vietnam (12th term) on the strategy for sustainable development of Vietnam's marine economy until 2030, with a vision to 2045. Based on Resolution No. 36-NQ/TW, the Provincial Party Standing Committee has issued an action program to implement the Resolution, which concretizes the viewpoints, objectives, orientations, tasks, and solutions outlined in the Resolution to suit the province's reality; simultaneously, it has led and directed Party committees, governments at all levels, departments, and mass organizations in the province to effectively implement the Resolution; and issued many policies and solutions to mobilize comprehensive resources to exploit and accelerate the development of the marine economy, considering this a key task to focus on in order to create a breakthrough in the province's economic growth.

To focus leadership and direction on accelerating the implementation of investment procedures and land clearance work, creating favorable conditions for projects to be completed, put into operation, exploited, and maximize investment efficiency, thereby creating a foundation for attracting investment to the province in the future, the province also established a Steering Committee for the implementation of key projects in the province, chaired by the Provincial Party Secretary, selecting 6 key projects for priority guidance. In particular, the Thai Binh LNG Thermal Power Plant project, with a total investment of nearly 2 billion USD, which recently received its investment registration certificate at the Vietnam-Japan Economic Forum held in Tokyo (Japan), has significantly contributed to placing the province in the top 5 nationwide in attracting foreign direct investment (FDI).

Provincial planning oriented towards the sea.

With the aspiration and determination to reach out to the wider world and compete with other provinces and cities in the region, Thai Binh proactively developed its Provincial Planning for the period 2021-2030, with a vision to 2050. One of its three development breakthroughs is the development of a maritime-oriented economy, creating breakthroughs in several areas: seaports, energy, entertainment and resort services, and marine ecology; expanding land reclamation according to regulations to create land for functional activities serving socio-economic development; and forming a synchronized industrial-urban-service space with a green, clean, and beautiful coastal ecological landscape.

These very clear and strong orientations have created an important foundation for building and perfecting the Provincial Planning, thereby enabling Thai Binh to move rapidly and strongly towards the sea, achieving breakthrough development thanks to the marine economy.

Comrade Vu Kim Cu, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Planning and Investment, stated: Based on the development breakthroughs outlined in the Resolution of the 20th Provincial Party Congress, and in its role as the permanent agency of the Provincial Planning Steering Committee, the Department of Planning and Investment has actively coordinated with consulting units and relevant departments, sectors, and localities to develop plans and key contents to be integrated into the provincial plan, with particular emphasis on the allocation and utilization of marine space.

Accordingly, the province's sea area of ​​approximately 487 km2 is divided into very specific functional zones, including: security and defense zone; seaport, maritime transport and logistics zone; aquaculture and fisheries zone; nature conservation, forestry and marine scientific research zone; marine resource exploitation zone; renewable energy exploitation zone; marine tourism and service development zone; land reclamation zone for industrial development and urban development. At the same time, a plan for the use of sea space is being developed, including: construction and upgrading of coastal defense areas as prescribed by the Ministry of National Defense ; port areas including Diem Dien port area (Diem Dien estuary), Tra Ly port area (Tra Ly estuary), Ba Lat port area (Ba Lat estuary), and research on port areas outside the river mouth, towards the sea; aquatic seed production zone, intensive and high-tech aquaculture zone (in Tien Hai and Thai Thuy districts). Areas with temporary fishing bans (Tien Hai district), areas for protecting aquatic resources (Thai Thuy district), areas for artificial habitats for aquatic species, and offshore aquaculture areas (Tien Hai district); Thai Thuy and Tien Hai wetland nature reserves for forest development, environmental protection, biodiversity conservation, and mitigation of the impacts of wind, storms, and sea level rise; coastal wind power development areas in Thai Thuy and Tien Hai districts; coastal tourism areas in Thai Binh: Thuy Truong mangrove forest ecological tourism area, the "Temple and Shrine of the Salt Goddess" festival tourism area associated with salt production areas...; the southern coastal ecological urban area of ​​Thai Binh province will be implemented in accordance with relevant laws.

On December 29, 2023, the Prime Minister issued Decision No. 1735/QD-TTg approving the Thai Binh Provincial Planning for the period 2021-2030, with a vision to 2050. With a breakthrough mindset, strategic vision, a forward-thinking approach, a focused approach, identifying unique potentials, outstanding opportunities, competitive advantages, and creating new impetus for development, Thai Binh will surely continue to grow and become one of the industrial development centers of the Red River Delta region.

Some notable achievements in economic development in 2023:

- The province's Gross Regional Domestic Product (GRDP) increased by 7.37% compared to 2022, higher than the national average, ranking 20th out of 63 provinces and cities;
- The economic structure has shifted in a positive direction, with the industrial and construction sectors increasing in size for the first time, accounting for 45% of the province's economic structure;
- In 2023, Thai Binh witnessed an unprecedented wave of investment attraction in its history, with the total registered capital of projects reaching over 98,200 billion VND, 4.6 times higher than in 2022. Of this, FDI attraction reached its highest level ever, ranking among the top 5 nationwide with a total capital of nearly 3 billion USD;
- This is the second consecutive year that the number of newly registered businesses has exceeded 1,000.
- The disbursement rate of public investment capital continues to be among the highest in the country, reaching 128% of the plan assigned by the Prime Minister.
