
Observations made in late March 2026 on Bac Son Street, Ky Lua Ward, during peak hours, showed that the scene of vehicles parked haphazardly on the road and goods overflowing onto the sidewalks was no longer present. At the shops, signs and shelves were neatly arranged within the permitted area.
Ms. Hoang Thi Dung from Tam Thanh ward said: "I often go to the Bac Son street area in Ky Lua ward to shop. Previously, many sections required maneuvering around motorbikes parked on the road, sometimes causing traffic jams. Now it's much easier to get around, and the goods are neatly arranged, making it convenient for both sellers and buyers."
This change didn't happen overnight. Previously, the encroachment on sidewalks and roads for business purposes was quite common. Many households utilized every available space to display their goods, and customers parked their vehicles haphazardly, causing traffic congestion.
In response to this situation, starting in December 2025, the Provincial Police Department implemented Plan No. 10089 on launching a high-intensity campaign to re-establish urban order and discipline, ensuring aesthetics and traffic safety. The forces coordinated with the authorities of the central wards, simultaneously conducting inspections and handling violations, while also disseminating regulations to the public.
To quickly restore order and ensure urban aesthetics in the area, the People's Committee of Ky Lua Ward directed the Public Service Center to coordinate with relevant forces to conduct regular awareness campaigns on key routes such as Bac Son, Ba Trieu, and the area around the Cao Loc market gate... From the end of December 2025 to the present, the forces have organized 120 awareness sessions, signed commitments with more than 300 businesses located along the roadside, and confiscated over 50 tables, chairs, advertising signs, and awnings that violated regulations.
Mr. Luu Quang Dao, Director of the Ward's Public Service Center, said: The area has three markets, including Ky Lua, Cao Loc, and Ban Nga, with more than 400 business households. Besides the permanent vendors, on the 2nd and 7th days of the lunar month, the number of people coming to the markets to trade goods increases sharply, leading to a situation where people sell wherever it's convenient, encroaching on sidewalks and roads.
Faced with this situation, the ward changed its approach. The security force is maintained daily, reinforced 3-4 times on market days; at the same time, officers are assigned to monitor each street to prevent re-encroachment. In addition, the ward organized the signing of commitments with business owners along the main streets regarding compliance with regulations.
Not only has the ward recently expanded its awareness campaign to include vendors, but it has also reached shoppers and market-goers. In reality, many people still maintain the habit of buying whatever is convenient, parking their vehicles right in the middle of the road. Therefore, changing this habit is considered crucial for maintaining sustainable urban order.
Simultaneously, the ward is gradually resolving land-related issues in the Cao Loc market area (the old market) to accelerate the renovation and upgrading process. Once the market is completed and operational, informal businesses and street vendors will be relocated inside the market, reducing pressure on sidewalks and roads.
Together with the local authorities, the ward police, in coordination with the traffic police, maintain two daily patrols during peak hours, mobilizing local security forces to remind and guide residents. To date, the urban order situation in Ky Lua ward has clearly improved. Businesses are generally complying with regulations.
Ms. Hoang Thai Phuong, a business owner on Bac Son Street, shared: "My family has signed a commitment and proactively rearranged our goods and removed the awning that encroached on the sidewalk. Making things neater makes the place look cleaner and more convenient for customers to come and shop."
After the peak period, what remains is not just clear roads, but a gradual change in people's behavior. Vendors proactively display their goods neatly, and buyers are more conscious about parking. These small but consistent changes help maintain urban order, which is no longer dependent on enforcement campaigns, but is instead preserved through daily habits.
