At the meeting, the Central Disciplinary Committee considered and concluded on the following matters:
After reviewing the report proposing disciplinary action against Party members who violated regulations in the Party committees of Quang Ninh and Bac Ninh provinces, the Central Inspection Committee found that:
In the Quang Ninh Provincial Party Committee: Mr. Nguyen Duc Thanh, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Council, and Permanent Vice Chairman of the Quang Ninh Provincial People's Council; and Mr. Diep Van Chien, Member of the Standing Committee of the Provincial Party Committee and Head of the Internal Affairs Department of the Quang Ninh Provincial Party Committee, have shown ideological and political degradation, moral decay, and lifestyle issues; violated Party regulations and State laws in performing their assigned duties and responsibilities, in preventing and combating corruption, waste, and negative phenomena; violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing very serious consequences, severely affecting the prestige of the Party organization and the locality, agency, and unit of work, to the extent that disciplinary action must be taken.
In the Party Committee of Bac Giang province (now Bac Ninh province), Mr. Bui Van Hai, former member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Secretary of the Party Group, and Chairman of the Provincial People's Council, violated Party regulations and State laws in performing his assigned duties and responsibilities, in preventing and combating corruption, waste, and negative practices; violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing very serious consequences, negatively affecting the prestige of the Party organization and the locality, agency, and unit of work, to the extent that disciplinary action had to be taken.
The following individuals were present: Mr. Nguyen Van Linh, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, and Chairman of the Provincial People's Committee; Mr. Lai Thanh Son, former Member of the Standing Committee of the Provincial Party Committee, Deputy Secretary of the Party Committee of the Provincial People's Committee, and Permanent Vice Chairman of the Provincial People's Committee; Mr. Trinh Huu Thang, former Provincial Party Committee Member and Director of the Department of Planning and Investment; Mr. Bui The Son, former Provincial Party Committee Member and Director of the Department of Transport; Mr. Pham Giang, former Provincial Party Committee Member and Director of the Department of Construction; Mr. Nguyen Tien Coi, former Provincial Party Committee Member and Director of the Department of Finance;
Nguyen Van Khai, former Provincial Party Committee member and Director of the Department of Agriculture and Rural Development; and Nguyen Van Son, former Deputy Director of the Department of Transport, violated Party regulations and State laws in performing their assigned duties and responsibilities, in preventing and combating corruption, waste, and negative practices; violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing serious consequences and negatively affecting the prestige of the Party organization and the locality, agency, and unit of work, to the extent that disciplinary action must be taken.
Considering the content, nature, extent, consequences, and causes of the violations; based on the Party's regulations, the Central Disciplinary Committee decided to issue a Warning to the following individuals: Nguyen Van Linh, Lai Thanh Son, Trinh Huu Thang, Bui The Son, Pham Giang, Nguyen Tien Coi, Nguyen Van Khai, and Nguyen Van Son.
We request that the competent authorities consider and impose disciplinary measures on Messrs. Nguyen Duc Thanh, Diep Van Chien, and Bui Van Hai.
Also at this session, the Central Disciplinary Committee reviewed and resolved complaints against two Party organizations and two Party members; resolved two cases of appeals against Party disciplinary actions; and concluded on several other important matters.
