Expectations for a breakthrough in the marine economy.

Following the merger, the province has the necessary conditions to develop a modern marine economy: aquaculture, fishing, tourism, renewable energy, seaports, etc. However, coastal communes and wards in the province still face many difficulties, such as inadequate infrastructure, climate change, and environmental pollution. These concerns were raised by voters during meetings with candidates for the 16th National Assembly.

Ready for election day

In the coastal commune of Thoi Thuan, preparations for election day are underway. Mr. Ngo Minh Son, Vice Chairman of the Thoi Thuan Commune People's Committee, said: “The commune has 5 electoral units and 10 polling stations in residential areas. The list of candidates for the National Assembly and People's Councils at all levels is publicly posted in convenient locations for voters to easily access and understand the information. In addition, the Department of Internal Affairs has coordinated with the Thoi Thuan Commune Election Committee to conduct 4 training sessions for the election committees.”

Given its large geographical area, proximity to the sea, and the current strong winds, the Thạnh Phước Commune Election Committee has made thorough preparations at the locations where candidate lists are posted. Mr. Trần Trung Kiên, Vice Chairman of the Commune People's Committee and Standing Vice Chairman of the Thạnh Phước Commune Election Committee, shared: “Given the strong winds due to its proximity to the sea and to prevent unseasonal rain, Thạnh Phước commune proactively designed mobile posting boards, which are covered with nylon to protect against rain and frost. Flagpoles and banners are also designed to be securely fixed. This contributes to helping people access information and be ready to vote on this national election day.”

To date, Thanh Phuoc commune has fully prepared for the election of National Assembly deputies and People's Council representatives at all levels, which will take place on March 15, 2026. The commune has issued 16,512 voter cards, printed by the commune police. The list of candidates has been announced in the commune's four electoral units. Propaganda efforts have been given due attention. Specifically, Thanh Phuoc commune has posted the biographies of candidates at 23 locations.

Mr. Nguyen Van Linh, residing in Tan Long hamlet, Thanh Phuoc commune, eagerly awaited election day. Mr. Linh expressed: “I see that the commune has prepared very thoroughly for election day. Many voters are going together to check information about the candidates. Everyone is interested in the candidates' biographies. From there, they understand the qualities, abilities, qualifications, work experience, and action programs of each candidate. Based on that, they can consider, review, and choose those who meet the standards and conditions and are worthy to be National Assembly deputies for the 16th term and People's Council representatives.”

Mr. Nguyen Van Ngo, from Hamlet 1, Duyen Hai Ward, expressed: "I and the voters place our trust in the action program that the candidate has committed to. Regarding the proposals, after monitoring the socio-economic situation of the province and the locality, we know that the coastal communes of the province, especially Duyen Hai Ward and Truong Long Hoa Ward, have very favorable conditions for developing the marine economy. In particular, developing clean energy, green tourism , and seaports will contribute to economic growth, improve people's lives, and stabilize national defense and security. Therefore, we hope that after being elected to the National Assembly, the candidate will make relevant proposals to the National Assembly and the Government, leveraging the advantages and planning the coastal area of ​​the province into a modern and dynamic marine economic center, contributing to the province's development in the new era."

Sharing the same opinion, Mr. Chau Hoang Nghia from Phuoc Tri hamlet, Duyen Hai ward, expressed: Developing the marine economy plays a crucial role in boosting local economic development. Therefore, provincial leaders and candidates for the National Assembly after being elected need to pay special attention to this; focusing on economic development in conjunction with environmental protection.

In addition, many voters also proposed directions and conditions to help people develop high-tech shrimp farming, invest in the development of the Ba Dong coastal tourism area, and pay attention to implementing social welfare programs effectively…

In Dong Hai commune, a locality significantly affected by climate change and dike erosion, many voters have expressed their concerns and aspirations regarding this situation. Mr. Ngo Van Nang, from Ho Thung hamlet, Dong Hai commune, stated: "In the Con Nhan area, located in Dong Thanh and Ho Thung hamlets, Dong Hai commune, the high tides have caused partial erosion of the coastline, washing away nearly 40 hectares of protective casuarina forest and over 50 hectares of agricultural land and houses. On behalf of the people in the Con Nhan area, I propose that the National Assembly candidate pay attention to investing in the construction of a 2,500-meter-long embankment in the Con Nhan area to protect people's houses and agricultural land, and also to protect the Hai Thanh Hoa dike."

Mr. Nguyen Hong Diep from Long Thanh commune proposed: For the three island communes of Long Thanh, Dong Hai, and Long Vinh, which have a rather unique location, there is a need for specific policies and mechanisms to invest in a comprehensive transportation system, creating conditions and impetus for socio-economic development, and forming a large-scale, high-tech shrimp farming area. At the same time, it is necessary to create conditions for linking the development of eco-tourism and renewable energy while protecting the environment.

Ensuring security and order

According to the Vinh Long Provincial Police, closely following the directives of the Ministry of Public Security and the Provincial Police Director, commune and ward police have proactively developed plans and strategies to ensure security and order at important political events taking place in their areas of responsibility, especially at polling stations for the election of National Assembly deputies for the 16th term and People's Council representatives at all levels for the 2026-2031 term, which will be held on March 15, 2026. The focus is on reviewing and thoroughly understanding the situation in the area and among the target groups; promptly detecting and preventing acts of disseminating false information, incitement, and disruption that could affect the election process.

To ensure thorough, safe, and compliant preparations, and to maintain seriousness and strictness, local police will continue to intensify patrols and controls, especially at polling stations, densely populated areas, and key transportation routes; and closely coordinate with military forces, forces participating in maintaining security and order at the local level, and militia to maintain stability in the area and prevent any unexpected or sudden incidents.

The determination of the leader

Speaking at meetings with voters, Comrade Tran Van Lau, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, highly appreciated the opinions and suggestions of the people. Voters showed deep interest in the socio-economic situation and development orientations of the province and localities. The Secretary of the Provincial Party Committee informed that the province currently has a rich potential coastal area, and the marine economy is not only an advantage but also a strategic driving force for the province to restructure and shift towards industry and services…

To make the marine economy a driving force for development, the provincial leadership has hired consultants to develop an integrated marine spatial plan linked to the provincial planning for the period 2026-2030, with a vision to 2050. The offshore area, which spans a vast region near Con Dao Island, will be strategically exploited. The coastal area is oriented towards the development of the energy industry, with the Duyen Hai Thermal Power Center as a growth engine. Simultaneously, research is being conducted on upgrading the seaport and opening a high-speed ferry route to Con Dao Island to promote trade and tourism. With the synchronized investment in transportation infrastructure, seaports, and energy, the coastal area is expected to become a new growth pole for the locality. Furthermore, emphasis is placed on developing high-tech aquaculture; shifting the economic structure towards expansion into industry, services, logistics, tourism, renewable energy, and offshore wind power development…

Regarding coastal erosion, the Provincial Party Secretary noted: Investment in dikes will be considered and implemented appropriately; however, human lives must be prioritized. Therefore, until dikes are built, in the face of the risk of erosion, local authorities should focus on assisting people in areas outside the dikes to relocate to safe areas and provide appropriate livelihood support, ensuring the safety of lives and livelihoods.
