Coastal "shields"

In the early days of the rainy season, in the coastal areas of Lai Hoa and Vinh Hai communes, the construction of sea dike protection structures is being accelerated to proactively respond to the increasingly complex developments of climate change and coastal erosion.

Reinforce sea dikes.

In Lai Hoa commune, due to the absence of coastal protection forests, a 125-meter section of dike in the Prey Chop B and Xung Thum B hamlets is frequently subjected to strong waves and winds. Whenever high tides combine with storms, the fear of the dike breaking is ever-present in the minds of the local people.

The coastal dike that had been eroded in Lai Hoa commune has been reinforced to ensure safety during the rainy and stormy season.

According to Mr. Thach Minh Phua, Head of the Economic Department of the commune, in March 2026, the project to repair the erosion of the sea dike in Prey Chop B hamlet was implemented with a total investment of over 2.2 billion VND. The project, 130m long, is designed as a soft embankment with a system of gabion mattresses and reinforced with mangrove piles to increase its resistance to the impact of sea waves. It was expected to be completed in early August 2026. However, to ensure the safety of the sea dike, the project was accelerated and has now been completed and is undergoing acceptance procedures for commissioning in mid-June. The completion of the project contributes to stabilizing the dike body, limiting the risk of further erosion into the land, and creating conditions for people to live and work with peace of mind during the rainy season.

“During construction, the local authorities strictly controlled the quality of input materials and adhered to the approved design documents to ensure the longevity and long-term protective effectiveness of the structure. For the outer part of the sea dike, the local authorities will plant forests to create livelihoods for the people under the forest canopy. Inside the dike, they will strengthen the dredging of the irrigation system to best serve the water needs of the people for shrimp farming, salt production, artemia farming, and other aquatic species,” Mr. Thach Minh Phua shared.

Solid breakwaters – a driving force for economic development.

In recent days, construction activity at the breakwater construction site in Vinh Hai commune has been extremely urgent. This is a 2.2km long centrifugal breakwater project, part of the Emergency Project to Address Dangerous Coastal Erosion from Sluice Gate No. 13 to Sluice Gate No. 14, being built as a continuation of previously completed sections of the breakwater. The project is expected to create a continuous protective barrier, minimizing the impact of sea waves and ensuring the safety of the dike during the monsoon season.

To ensure sustainability and create a solid wave shield, the embankment is constructed with two rows of pre-stressed centrifugal reinforced concrete piles with a diameter of D300 and a length of 9m. The horizontal spacing between the two rows of piles is 1.85m, and the vertical spacing is 0.5m. Within the two rows of piles, rafts of mangrove wood are placed to prevent subsidence, and rubble stones are also used. At the top of the embankment, the piles are connected by a system of reinforced concrete longitudinal beams (1x2 M300 aggregate), which are then connected to each other by a system of reinforced concrete transverse beams (1x2 M300 aggregate).

Speaking on behalf of the construction unit, Mr. Thach Van Chuong said: “The project is currently about 80% complete. We are focusing all our resources, equipment, and materials to try to complete it ahead of schedule. We conduct rigorous acceptance testing at each stage before proceeding to the next steps to ensure absolute quality and aesthetics of the project during the rainy season.”

Mr. Chau Van Then, Deputy Head of the Economic Department of Vinh Hai Commune, shared: "Once the dike is safely protected, we will continue to call for investment in tourism development, helping Vinh Hai Commune to become more innovative and develop more strongly."

In the context of increasingly unpredictable natural disasters and climate change, the construction of wave-reducing structures and the reinforcement of sea dykes in Lai Hoa and Vinh Hai communes is an urgent and long-term strategic solution. Each meter of dyke completed, each area of mangrove forest restored, not only serves as a solid wall protecting the lives and property of the people against the rainy and stormy season, but also lays a firm foundation for driving future marine economic development.
