Hue requests response to next heavy rain, urgent repair of Phu Loc coastal landslide

On October 25, the Hue City Civil Defense Command requested units and localities to continue focusing on responding to rain, floods, flash floods and landslides.

According to forecasts, due to the combined effects of increased cold air and strong high-altitude easterly wind disturbances, from October 27 to 28, heavy rains will occur in Hue city, concentrated in mountainous areas. The City Civil Defense Command requests units and localities to regularly monitor and update developments of heavy rains on mass media to proactively prevent them.

Along with that, communes and wards strengthen propaganda work, instruct people to proactively respond to prolonged rains and floods; continue to review plans to respond to heavy rains and landslides; organize the installation of danger warning signs, build barriers at dangerous locations and areas; absolutely do not allow personal vehicles to move on rivers, lakes, and canals that are not safe and do not have adequate safety equipment.

The Department of Education and Training, Hue University, communes and wards direct educational institutions to strengthen propaganda and dissemination of information on natural disasters to students; provide guidance on knowledge and skills to prevent floods, ensure safety for students studying and living in areas frequently flooded, and proactively respond when situations arise.

Owners of dams, irrigation and hydroelectric reservoirs continue to strictly operate reservoirs to ensure water levels according to regulations, ensure safety of works and downstream areas; develop specific operation and regulation plans according to forecasted rain scenarios.

The People's Committee of Hue City has also declared a natural disaster emergency to overcome the damage caused by coastal erosion in Tan An Hai village, Phu Loc commune. This coastal section has suffered severe erosion with a length of about 500m, eroding 10-15m deep into the mainland, up to 20m in some places and has eroded directly into the traffic route from 0.5-2m.

This is the only road leading to the Hai Binh residential area (Tan An Hai village), currently home to 63 households with 190 people. This coastline is at risk of continued widespread erosion, causing damage and collapse of the road and isolating the entire Hai Binh residential area, Tan An Hai village, Phu Loc commune, affecting the lives of people living in the area and socio-economic development.

The People's Committee of Hue City requested local authorities to take urgent measures to prevent and initially minimize damage caused by natural disasters. Accordingly, mobilize forces, means and assign specific tasks to each member to regularly monitor the landslide situation at the scene, promptly take response measures; mobilize legal resources to carry out emergency handling, reinforce and initially prevent landslides to limit landslides and cut off traffic routes when there are rains, storms and floods.

At the same time, put up warning signs, delineate dangerous areas, arrange guards, guide people to ensure safety in the area; strengthen information and communication so that tourists know about the risk of coastal erosion, proactively take measures to prevent and respond; assign the City's Management Board of Agricultural Construction Investment Projects and Rural Development to coordinate with units to urgently develop an emergency plan to prevent coastal erosion in the section passing through Tan An Hai village.

It is forecasted that from October 25 to 26, rain in Hue city will tend to decrease and be intermittent. The heavy rain from October 22 until now due to the influence of storm No. 12, along with high tides, has caused many low-lying roads in Hue city to be flooded.

By the morning of October 25, National Highway 49B, from km5+870 to km6+400, was still flooded 0.1 - 0.3m deep; from km7+500 to km9+300, it was flooded 0.1 - 0.4m deep; these two points were barricaded to prohibit vehicles from passing. Provincial Road 10C, from km0+10 to km3+000, was flooded 0.3 - 0.5m deep; Provincial Road 19, from km13+000 to km13+100, through Quang Dien commune, from km13+000 to km13+100, was flooded 0.2 - 0.25m deep... these points were barricaded to prohibit vehicles from passing. On flooded roads where the water had receded, the authorities cleared away duckweed, garbage, and mud that had covered the road surface to ensure traffic flow.
