Immediately following the Provincial Party Congress, one of the key and consistent tasks was to continue strengthening personnel management. This is not only an essential organizational requirement but also a strategic demand in the new context – where the province faces significant development opportunities but also numerous intertwined difficulties and challenges. Upgrading the quality of the cadre is identified as a crucial step, determining the effectiveness of implementing the congress's resolutions and creating a solid foundation for the province's rapid and sustainable development in the new term.
The Provincial Party Congress has clearly defined the goals, vision, and aspirations for Lam Dong's development in the new period, focusing on rapid and sustainable development based on innovation, green transformation, digital transformation, and improving the quality of life for the people. To realize these goals, the key factor remains the human element – a team of cadres with sufficient qualities, capabilities, and prestige to match the tasks at hand.
In the context of increasingly demanding development, personnel management cannot stop at simply ensuring "sufficient quantity" or "correct procedures," but must shift strongly towards requiring "the right person, in the right job, at the right time." This places considerable pressure on the entire political system, from planning, training, development, placement, utilization, to evaluation, power control, and personnel screening.
The current requirement is to select and assign personnel who are truly capable of fulfilling their duties in the new context, not only following the correct procedures but, more importantly, ensuring the right person is in the right job, leveraging their abilities, strengths, and sense of responsibility for the common good.

In practice, after each Party Congress, consolidating the organizational structure and rearranging personnel is an urgent task to ensure the smooth operation of the political system. Lam Dong is not only a center for high-tech agriculture and high-quality tourism, but is also aiming to become a driving force for green development in the region. This requires the team of cadres, especially leaders and managers, to have a long-term vision, the ability to integrate, a deep understanding of the digital economy , the green economy, modern governance, and sustainable development management.
Furthermore, personnel work continues to be conducted within the framework of Party discipline and order. Controlling power and preventing and combating corruption and negative practices in personnel work remains a constant requirement, with no "forbidden zones" and no exceptions. This is both a challenge and a test of the political fortitude and exemplary conduct of Party committees, organizations, and leaders at all levels.
A higher requirement is also needed: to boldly screen and replace officials with limited capabilities, declining prestige, and those who fail to meet job requirements; and at the same time, create mechanisms to encourage and protect officials who dare to innovate and make breakthroughs for the common good. Only when both aspects of "construction" and "combat" are done well will personnel work truly become a driving force for development.
Character, competence, and effectiveness are the benchmarks.
Strengthening personnel management after the Party Congress is not a temporary task, but a continuous, long-term process, linked to building and rectifying the Party and building a clean and strong political system. For Lam Dong, which is facing new opportunities for development, this requirement becomes even more urgent and decisive.
The challenges ahead are considerable, but it is precisely in these challenges that the courage, intelligence, and responsibility of the staff will be affirmed. Strengthening personnel management in a systematic, serious, scientific, and humane manner is a crucial step for Lam Dong to realize its development aspirations and confidently enter a new phase with greater faith and determination.
According to the leaders of the Provincial Party Committee's Organization Department, the restructuring of personnel after the congress is not simply about arranging and assigning personnel, but a comprehensive review and evaluation of the cadre team in line with the practical development requirements of the province. The Head of the Provincial Party Committee's Organization Department stated: "Strengthening personnel work must go hand in hand with tightening discipline and order; resolutely screening out cadres who do not meet the requirements of their duties, while protecting and encouraging cadres who dare to innovate and make breakthroughs for the common good."
A higher requirement is also to improve the quality of cadre evaluation in a substantive manner, using work efficiency and public satisfaction as important measures. Cadre training and development need to be closely linked to planning, utilization, and practical requirements, avoiding formality and superficiality.
