Throughout his 24 years as President, President Ho Chi Minh paid special attention to the cadres, Party members, soldiers, and people of all ethnic groups in Lao Cai province. He repeatedly sent letters of praise and encouragement, and awarded numerous Resistance War Medals, Labor Medals, and certificates of merit to collectives and individuals. His encouragement and motivation remain a powerful driving force for collectives, agencies, units, localities, and the people of all ethnic groups in Lao Cai province to strive in implementing emulation movements.

In 1962, President Ho Chi Minh signed an order and simultaneously awarded the Third-Class Labor Medal to Thanh Binh commune, Muong Khuong district, and Ban Pho commune, Bac Ha district. For the past 62 years, this prestigious award has remained a source of pride and a special encouragement for the Party committees, government, and people of all ethnic groups in the two communes to strive for even more victories and achievements.

Building on the revolutionary traditions of its homeland, Ban Pho commune has, over the years, extensively implemented many patriotic emulation movements with practical results. To ensure the emulation movements are relevant to reality, according to Comrade Ly Seo Sung, Secretary of the Ban Pho Commune Party Committee, the locality has chosen the "Good People - Good Deeds" emulation movement as its core and maintained it among all strata of the people, cadres, party members, and armed forces, with youth as the "main force" of the movement. The "Good People - Good Deeds" movement ensures both continuity and comprehensiveness, allowing anyone to respond and participate.

Furthermore, Ban Pho commune implements emulation movements in various fields, linked to the tasks of political organizations, such as the "Excellent Farmers in Production and Business" movement in agriculture, the "Women Excelling in National Affairs and Managing Household Responsibilities" movement, and the "Excellent Rural Youth in Production and Business" movement. In conjunction with these agricultural production emulation movements, Ban Pho commune also uses the results of implementing Resolution 10 of the Provincial Party Committee on the Strategy for Developing Commercial Agriculture as its guiding task and goal.

According to the latest statistics, Ban Pho commune has developed various agricultural sectors with over 4,000 local black pigs, 29 hectares of plums, 12 hectares of pears, and 5 hectares of medicinal plants. In the context of building new rural areas, by the end of 2023, the commune had met 12 criteria according to the new set of criteria, and actively worked towards building the model new rural village of Phec Bung. Ban Pho commune has also achieved many results in the patriotic emulation movement associated with tourism development towards community-based sustainable tourism, environmental protection, preservation of natural landscapes, and preservation of traditional cultural identity.

In Thanh Binh commune, according to the Party Secretary Trang Minh Hoa, the annual emulation movements and thematic emulation campaigns always closely adhere to the content and themes of studying and following the thoughts, ethics, and style of Ho Chi Minh. For example, in agencies, the focus is on the emulation movement "Cadres, civil servants, and public employees compete to implement workplace culture." Specifically, this includes building agencies and units that meet the criteria of being cultured, civilized, modern, "green, clean, and beautiful"; cadres, civil servants, and public employees always strictly abide by administrative discipline; are professional in their expertise and skills; have a dedicated, serious, and responsible work ethic; adhere to standards in communication and conduct; and regularly cultivate and refine ethical standards and lifestyles.

In Lao Cai province, President Ho Chi Minh repeatedly sent letters of praise, encouragement, and assignments to cadres, Party members, and people of all ethnic groups in the area. For example, in 1945, he wrote a letter to the people of Lao Cai and entrusted it to the Northern Regional Party Committee's working group; in 1950, he sent three letters praising the cadres and soldiers of Lao Cai province; besides his visit in 1958, President Ho Chi Minh also sent a letter of praise to the workers and cadres of the Apatite Mine in 1959; and he wrote an article praising Lao Cai province in 1962... These acts of praise and encouragement from President Ho Chi Minh became a driving force for Lao Cai province to continue effectively implementing patriotic emulation movements with goals higher each year and greater each stage.

The province's emulation theme for 2023 is "Unity - Discipline - Creativity - Action - Development." Building upon this foundation, the province has launched several specific emulation movements, such as: achieving accomplishments to commemorate the 65th anniversary of President Ho Chi Minh's visit to Lao Cai; the 75th anniversary of President Ho Chi Minh's call for patriotic emulation; implementing the Provincial Party Committee's Standing Committee Resolution on the Strategy for the Development of Commercial Agriculture in Lao Cai Province until 2030, with a vision to 2050, for the period 2022-2025; the emulation movement "Innovating and improving the quality of education and training human resources"; the emulation movement "Protecting, caring for, and improving the health of the people"; and the emulation movement "All citizens participate in building and consolidating a strong national defense and security."

Or the emulation movements of mass organizations, sectors, and fields, such as the "Youth Taking Ownership of the Country" emulation movement; "Administrative Reform in Lao Cai Province"; "Excellent and Creative Labor" among workers, civil servants, and employees in Lao Cai Province during the 2021-2025 period; and the emulation in promoting and replicating exemplary advanced models... The widespread implementation by sectors, units, and localities from the beginning of the year with specific political goals and tasks has become a special driving force, creating a clear effect, spread, and effectiveness. Many important indicators of the past year have been met and exceeded, even significantly, such as total state budget revenue in the province, the number of tourists visiting Lao Cai, and indicators related to culture, society, education, health, labor, and employment.

Building on tradition, the theme for the province's emulation campaign in 2024 is "Unity - Discipline - Action - Efficiency - Development". Inspired by President Ho Chi Minh's words of praise, encouragement, and advice on "emulation is patriotism," cadres, Party members, and people of all ethnic groups in Lao Cai province are actively promoting self-reliance, self-strength, self-awareness, and exemplary conduct in all fields, striving for rapid and strong development, befitting its position as a regional leader.
