In mid-November, during patrols and inspections on several roads in Thuy Nguyen ward, the city's traffic police discovered a white truck with license plate 15C-318.53 belonging to Mr. Hoang Van Khoan in An Phong ward, but displaying a company logo.
Mr. Khoan explained that he bought the car from An Phu Dong Company and had completed the transfer of ownership procedures, but he inadvertently left the company logo on. After the task force explained the situation, Mr. Khoan removed all the old logos in accordance with regulations.
In cases like Mr. Hoang Van Khoan's, where a vehicle has been purchased and the ownership transfer completed but the old company logo hasn't been removed, misunderstandings can easily arise. In reality, there are still some vehicles with white license plates used for transporting construction materials to and from construction sites. Inspections by authorities have revealed that these vehicles, despite having transfer contracts, have not completed the ownership transfer procedures and have not registered for transportation business as required by law.
On Pham Van Dong Street, one of the key routes leading into the city center, many contract transportation companies have opened representative offices, especially many limousine companies with 9-16 seats. At times, there have been instances of vehicles stopping and picking up/dropping off passengers in unauthorized locations, posing a potential traffic safety risk.
According to Lieutenant Colonel Le Anh Son, Head of Road Traffic Police Team No. 2, Traffic Police Department (City Police), in response to this situation, the unit proactively conducted basic investigations and intensified propaganda efforts. As a result, businesses operating on Pham Van Dong road under the contract vehicle model signed commitments to comply with passenger transport laws. “We also organized direct propaganda campaigns at the businesses' representative offices and increased patrols, inspections, and enforcement of violations. Patrols focused on addressing violations related to stopping, parking, and picking up/dropping off passengers in unauthorized locations,” Lieutenant Colonel Le Anh Son stated.
Hai Phong is a major socio -economic center of the Northern coastal region, playing a key role as an international trade gateway through its system of seaports, airports, and inter-regional highways and expressways. The city currently has over 17,300 transportation businesses, with nearly 44,800 vehicles, including over 33,600 cargo vehicles, over 660 fixed-route passenger transport vehicles, 7,210 contract passenger transport vehicles, over 3,000 taxis, and 247 buses. The city also has nearly 50 industrial zones and clusters, and numerous educational institutions that utilize transportation for workers and students.
The heavy traffic volume on national highways, expressways, and gateways to bus stations, seaports, and airports puts constant pressure on the transportation infrastructure. In the first 11 months of 2025, the city experienced over 800 traffic accidents and collisions, resulting in 427 deaths and 551 injuries. Compared to the same period in 2024, traffic accidents decreased by 315 incidents, injuries decreased by 348, but deaths increased by 6. Many of these accidents and collisions involved commercial transport vehicles.
Last November, the City's Traffic Safety Committee organized an inter-agency inspection team, divided into two phases focusing on two specific areas: fixed-route and contract passenger transport, school and worker shuttle services, and freight transport, especially vehicles carrying construction materials.
In the passenger transport sector, authorities inspected 158 vehicles. During the inspections, authorities issued fines to 18 cases totaling 15 million VND. The main violations included illegal parking, failure to close doors while the vehicle is in motion, picking up and dropping off passengers in unauthorized locations, carrying goods in the passenger compartment, expired vehicle inspection certificates, and using inappropriate driver's licenses. Authorities also temporarily seized two school buses in Quyet Thang commune and handed them over to the commune police for further investigation and processing according to regulations.

In the freight transport sector, authorities inspected 146 vehicles, penalized 8 cases of violations, and imposed fines totaling 698 million VND. The main violations included overloading and unauthorized modifications to the vehicle's structure.
Along with strictly handling violations, the dissemination of legal regulations related to passenger and goods transportation by road has also been strengthened. Through this, authorities require passenger and goods transportation businesses to improve their responsibility in managing drivers; fully comply with transportation business conditions; implement the data digitization roadmap; and adhere to regulations on vehicle technical safety…
In the first 11 months of 2025, the city's traffic police force handled over 99,000 traffic safety violations. These included 9,532 cases of illegal parking, 1,196 cases of overloading violations, and 6,385 cases of tractor-trailer violations.
