Gia Binh Airport Planning

The Ministry of Transport has just approved the task of planning Gia Binh Airport for the 2021-2030 period, with a vision to 2050.

The boundary scope of the Gia Binh Airport planning study is about 363 hectares based on the planning of Gia Binh specialized airport and neighboring areas.

The development plan of Gia Binh Airport ensures compliance with the strategy for developing Vietnam's aviation transport, closely linked with the development plans of other transport sectors and related plans. At the same time, it ensures national interests and contributes to promoting the socio-economic development of Bac Ninh province.

The planning objective is to plan and arrange reasonable space to ensure the development of Gia Binh Airport to meet the needs of serving private aircraft, suitable for the needs of transporting goods and passengers, as well as to research and propose a suitable investment roadmap.

Planning must comply with the law on planning, the law on civil aviation; national standards on civil aviation and the standards and recommendations of the International Civil Aviation Organization (ICAO). Ensure national defense - security, safe operations and ensure the feasibility of the planning.

The main contents of the planning task include surveying, investigating, and collecting necessary data for planning work; forecasting air transport demand; planning airspace, flight routes, and flight methods for airport exploitation; determining the nature, role, and scale of the airport along with basic land indicators for the planning period and technical infrastructure; assessing the capacity and options for planning the airport, including the airport area and ground area as well as other related contents.

At the same time, research planning and arrange works to suit future exploitation needs; build planning database; determine environmental protection requirements and other requirements suitable for the Port development goals.

The Ministry of Transport noted that the Civil Aviation Authority of Vietnam should accept and complete the task of planning Gia Binh Airport for the 2021-2030 period, with a vision to 2050, according to the appraisal results of the Department of Planning and Investment.

The planning period is 30 days, not including the time for appraisal and approval of the Port planning according to regulations.

The Civil Aviation Authority of Vietnam is required to fully perform its responsibilities as prescribed in Decree No. 05/2021 of the Government on management and exploitation of airports and other relevant provisions after receiving the sponsored product, which is the planning dossier. Closely coordinate with the sponsor and relevant agencies and units in the planning process, guide the construction, supervise the planning work and complete the sponsored product.

Review and carry out procedures to adjust planning tasks in case the Gia Binh Airport Formation Research Project approved by competent authorities has differences compared to the planning task dossier.

The Civil Aviation Authority of Vietnam simultaneously conducts the collection of opinions, evaluates planning documents and proactively completes the documents, ensuring progress and quality according to the requirements of the planning documents after receiving the sponsored products.

In addition, carry out procedures for submitting planning approval after Gia Binh Airport is approved to be added to the Master Plan for the development of the national airport and seaport system.

Direct the consulting unit to closely coordinate with the Ministry of Public Security, the People's Committee of Bac Ninh province and relevant agencies and units in the process of surveying and preparing planning documents, ensuring compliance with regulations on security and safety.

The sponsor of the planning product is the Aviation Construction Design and Consulting Company Limited, which is responsible for ensuring compliance with the principles prescribed in Decree No. 05/2021 of the Government.
