The Ministry of Transport has just approved the task of developing the Gia Binh Airport Master Plan for the period 2021-2030, with a vision to 2050.
The scope of the study for the Gia Binh Airport planning project covers approximately 363 hectares, based on the planning of the Gia Binh specialized airport and surrounding area.
The Gia Binh Airport development plan ensures alignment with Vietnam's aviation transport development strategy, closely integrating with the development plans of other transport sectors and related plans. At the same time, it safeguards national interests and contributes to the socio-economic development of Bac Ninh province.

The planning objectives aim to rationally plan and arrange space to ensure the development of Gia Binh Airport to meet the needs of serving VIP flights, in line with the transportation needs of cargo and passengers, as well as to research and propose a suitable investment roadmap.
The planning process must comply with planning laws, civil aviation laws; national civil aviation standards and standards and recommendations of the International Civil Aviation Organization (ICAO). It must ensure national defense and security, operational safety, and the feasibility of the plan.
The main contents of the planning task include surveying, investigating, and collecting necessary data for planning; forecasting air transport demand; planning airspace, flight paths, and flight procedures for airport operations; determining the nature, role, and scale of the airport along with basic land use indicators for the planning period and technical infrastructure; evaluating the feasibility and planning options for the airport, including the airfield and ground areas, as well as other related matters.
Simultaneously, research should be conducted on planning and arranging facilities to suit future operational needs; building a planning database; and identifying environmental protection requirements and other requirements consistent with the port's development objectives.
The Ministry of Transport has instructed the Civil Aviation Authority of Vietnam to incorporate and finalize the task of developing the Gia Binh Airport Master Plan for the period 2021-2030, with a vision to 2050, based on the assessment results of the Planning and Investment Department.
The planning period is 30 days, not including the time for appraisal and approval of the Port plan as stipulated.
The Civil Aviation Authority of Vietnam is required to fully fulfill its responsibilities as stipulated in Government Decree No. 05/2021 on the management and operation of airports and other related provisions after receiving the donated product, which is the planning document. It must closely coordinate with the donor and relevant agencies and units during the planning process, provide guidance on development, supervise the planning work, and finalize the donated product.
Review and implement procedures for adjusting the planning task in cases where the research project for the formation of Gia Binh Airport, as approved by the competent authority, differs from the planning task document.
The Vietnam Civil Aviation Authority is simultaneously collecting feedback and evaluating the planning documents, and proactively finalizing the documents to ensure progress and quality according to the requirements of the planning documents after receiving the sponsored products.
In addition, the procedure for submitting the plan for approval will be carried out after Gia Binh Airport is approved as an addition to the National Master Plan for the Development of the Airport System.
Instruct the consulting unit to coordinate closely with the Ministry of Public Security, the People's Committee of Bac Ninh province, and relevant agencies and units during the survey and planning process, ensuring compliance with regulations on security and safety.
The sponsor of the planning product is the Aviation Construction Design and Consulting Company Limited, which is responsible for ensuring compliance with the principles stipulated in Government Decree No. 05/2021.
