Set several important targets.

Ham Tan commune, with its potential and advantages after the merger, has created a new space for development, especially with the formation of infrastructure in neighboring areas such as the Son My Industrial Park, the investment in connecting transportation routes, the completion and operation of the Nghia Hoa Industrial Cluster, and irrigation and water supply projects. At that time, the potential advantages in land, labor, natural conditions, along with the unity and determination of the local Party committee and government, will be closer to new opportunities for development.

Furthermore, Ham Tan commune still faces many difficulties and challenges, requiring the collective strength of the entire Party Committee, the entire people, the entire army, and the entire political system, as well as maximizing opportunities and advantages, focusing on overcoming difficulties. From there, we must overcome challenges with high political determination, innovative thinking, and breakthrough development to successfully achieve the targets, goals, and tasks set for the 2025-2030 term.

With the goal of building and developing Ham Tan commune, stability is the foundation for development, the economy is the central task, and the happiness and well-being of the people are the ultimate goals. By 2030, Ham Tan will become a moderately developed commune with a high average income, in line with the province's overall development orientation and vision. It is projected that total budget revenue will increase by an average of 10-11% during the 2026-2030 period; and the forest cover rate will reach 42% by 2030.

The rate of rural households using hygienic water reached 99%. The population participating in health insurance reached over 95%; the natural population growth rate was 1% per year. The rate of trained labor reached 89%, with the rate of trained labor with degrees and certificates reaching 35-40%. The multidimensional poverty rate decreased by at least 0.3-0.5%; of which, the multidimensional poverty rate among ethnic minorities decreased by 0.5%.

The percentage of public schools meeting national standards is 75%. By 2030, 97% of households will be recognized as culturally exemplary families, 99% of villages will maintain their status as culturally exemplary villages; and communes will achieve the title of outstanding communes. By 2030, the rate of solid waste collection and treatment will reach 85%, and wastewater from industrial clusters and hospitals will be treated to meet environmental technical standards at 100%...

In the context of industrial and construction development, the commune is calling for investment and encouraging businesses and residents to invest in and innovate with advanced technologies to serve production and processing.

Expedite compensation and resettlement work and the progress of infrastructure investment and construction in Nghia Hoa Industrial Cluster. Promote the development of e-commerce alongside market inspection and control and ensuring food safety and hygiene in the Industry and Trade sector. Strengthen state management in transportation activities to meet the travel and goods transportation needs of the people, contributing to the socio-economic development of the commune. Call for investment and development of service industries, and develop agricultural tourism, ecotourism, and outdoor activities...

As a locality with unique characteristics, Ham Tan commune is aiming to develop more economic models such as: developing cooperatives; establishing cooperatives for purchasing and processing agricultural products in a linked chain. It encourages the formation of collective economic forms and enterprises in agriculture, forestry, small-scale handicrafts, and farm economics, diversifying ownership forms and production and business organization methods to create momentum for development, especially joint-stock companies and entities with collective and private ownership. This will create favorable conditions to attract more investors to invest in production and business in the commune.

More importantly, Ham Tan commune is strengthening the mobilization, attraction, and effective utilization of resources to serve development requirements; investing in completing socio-economic infrastructure and key projects. These projects have a wide-ranging impact, address essential needs, and bring high long-term socio-economic benefits, such as: roads connecting areas within the commune; the road to Song Dinh 3 lake; the Tan Xuan - Son My road; and investments in upgrading and expanding the Cach Mang Thang Tam road and National Highway 55 sections passing through the commune...
