Will I be able to get into a public high school (grade 10)?

In just a short time, 9th-grade students in Hanoi will be taking the entrance exam for 10th-grade public schools. Meanwhile, extra tutoring and supplementary classes within schools are currently restricted by new regulations. This has left many students feeling insecure about the upcoming exam.


According to the plan, the entrance exam for 10th grade in public high schools in Hanoi for the 2025-2026 school year will take place on June 7th and 8th, 2025. This school year, Hanoi has approximately 127,000 students graduating from junior high school, a decrease of nearly 6,000 compared to last year. The total enrollment quota for public schools is 79,000. Thus, the pass rate for public high school entrance exams is over 62%.

The competitive pressure is immense, so as the exam date approaches, students become increasingly stressed. This is especially true at this time, as ninth-grade students are not allowed to attend extra classes within the school according to the new regulations of Circular No. 29/2024/TT-BGDĐT.

Nguyen Phuong Chi, a 9th-grade student at Thanh Tri Secondary School (Hoang Mai district), said that since Circular 29 came into effect (February 14th), the supplementary knowledge classes at school have stopped. Chi is currently looking for extracurricular tutoring centers outside of school.

"For almost a month now, besides my classes, I've been dedicating all my time to self-study. However, if I don't study extra, I won't feel confident for the upcoming exam," Chi shared.

The 2025-2026 school year will be the first year that the entrance exam for 10th grade in high schools will be conducted according to the 2018 General Education Program. Therefore, the structure of this year's exam will also have many changes. In particular, the materials in the Literature exam may not be taken from the textbook.

Ms. Nguyen Thu Phuong, a parent with a child attending Phuc Xa Secondary School (Ba Dinh district), believes this will be a very stressful exam. She argues that for children to perform well, teaching and learning methods need to change. Meanwhile, children are no longer allowed to attend extra classes within the school. It's rare to find a family with a child in their final year of secondary school who doesn't have extra tutoring or exam preparation classes.

To prepare for the upcoming exam, Ms. Phuong found a tutoring center for her child. However, Ms. Phuong said that the tuition fees at the center are quite high, and the quality of tutoring is not as good as that provided by teachers at the school.

Addressing concerns from students and parents, Nguyen Xuan Thanh, Director of the Secondary Education Department (Ministry of Education and Training), stated that Circular 29 regulates supplementary tutoring within schools for three groups, including students in their final year. However, this tutoring should only be done to a certain extent. According to Mr. Thanh, students do not necessarily need excessive tutoring; instead, they should proactively study independently and seek guidance from their teachers for revision.

According to Luu Van Thong, Principal of Dich Vong Secondary School (Cau Giay District), self-study doesn't mean disconnecting from teachers, but rather changing the way they connect. While previously students learned directly in class, now they need to be proactive in their self-study, contacting their teachers for guidance if they encounter difficulties. Review sessions for 9th-grade students are maintained as per regulations. The school always provides maximum support, helping students feel confident entering the exam. Parents also need to support their children in their self-study.

Regarding the implementation of the new regulations on tutoring and supplementary classes in Circular 29, the Hanoi Department of Education and Training stated that, given the large number of students and schools in the city, schools throughout the city immediately informed and disseminated information to students and parents after Circular 29 came into effect to ensure compliance.

Schools have also found solutions to provide supplementary tutoring for groups of students, especially reviewing material for graduating students before the entrance exam to the next level, under the new regulations that prohibit collecting fees from parents.

According to Tran The Cuong, Director of the Hanoi Department of Education and Training, the city has a plan to provide financial support to schools.

As in previous years, this year each candidate can register their preferences for admission to a maximum of 3 public high schools, ranked in order of preference 1, 2, and 3.

Candidates choosing their first and second choices must be within the designated admission zones; their third choice can be within any of the 12 admission zones of the city. Students admitted to their first choice will not be considered for their second or third choices.

Candidates should note that the method for calculating admission scores for 10th grade this year has changed compared to last year. The admission score is the sum of the scores of all subjects and exams, calculated on a 10-point scale, instead of multiplying the scores of math and literature by a factor of 2 as in previous years.
