PLC has always been a pioneer in adopting modern science , technology, and advanced management methods, focusing on investing in the development of high-quality human resources. All PLC products are strictly and rigorously managed, ensuring quality through a system of two product quality testing laboratories that meet national standards and comply with ISO/IEC 17025:2017 standards in Hai Phong and Ho Chi Minh City. PLC is also one of the pioneering enterprises in implementing equitization. Petrolimex Petrochemical Corporation, formerly the Lubricant Company, was established on June 9, 1994. On October 13, 1998, the Lubricant Company was renamed the Petrochemical Company under the Vietnam National Petroleum Corporation. On December 23, 2003, the Lubricant Company was equitized. On March 1, 2004, Petrolimex Petrochemical Joint Stock Company officially commenced operations.

PLC's products are exported to countries such as Laos, Cambodia, China, Hong Kong, Taiwan, and the Philippines. Since 2004, the Japan Automotive Standards Organization (JASO) has certified PLC's motorcycle lubricants as meeting JASO standards. PLC's lubricant factory and storage system boasts three large-capacity storage facilities, enabling high production output. The Dinh Vu storage facility is scheduled to become operational in 2021.

Nha Be Lubricant FactoryScale and Business Area : PLC's charter capital as of December 31, 2020: VND 808 billion. Of which Petrolimex owns 79.07%. Lubricants: PLC has 2 blending plants with a blending capacity of 125,000 MT/year. PLC has 2 Vilas laboratories: Vilas 017 in Hai Phong and Vilas 022 in Ho Chi Minh City, which are national standard testing laboratories. Asphalt: The Asphalt Company is currently the only company in Vietnam managing and operating 7 liquid asphalt plants: Thuong Ly (Hai Phong); Cua Lo (Nghe An); Tho Quang (Da Nang); Quy Nhon (Binh Dinh); Cam Ranh (Nha Trang); Nha Be (Ho Chi Minh City) and Tra Noc ( Can Tho ) with a total capacity of 39,650 m3; with production lines for emulsion asphalt, polymer asphalt, and liquid asphalt nationwide. The company manages over 70 specialized tanker trucks with a carrying capacity of 10 to 16 tons nationwide to transport hot and liquid petroleum products to construction sites of road, bridge, port, and airport contractors. Chemicals: The company has three chemical warehouses in Thuong Ly (Hai Phong), Dinh Vu (Hai Phong), and Nha Be (Ho Chi Minh City) with a total capacity of 52,080 m3. The Nha Be warehouse has a total capacity of 26,800 m3; in March 2019, the Petrolimex Dinh Vu solvent and chemical warehouse was built on an area of 25,370 m2, with a total capacity of over 18,000 m3, receiving approximately 80,000 tons/year.
