Long Ho accelerates the construction of new rural areas.

With the determination to achieve the New Rural Area status by 2026, Long Ho commune has been making efforts to overcome difficulties, mobilizing the participation of the entire political system and the people, accelerating the progress of completing the criteria; creating space and motivation for local development.

With the determination to achieve the New Rural Area (NRA) goal by 2026, Long Ho commune has been making efforts to overcome difficulties, mobilizing the participation of the entire political system and the people, accelerating the progress of completing the criteria; creating space and motivation for local development.

Identify and resolve difficulties.

Implementing the National Target Program for building new rural areas, Long Ho commune has so far achieved 2 out of 10 criteria and 33 out of 47 contents (including criterion No. 6 on poverty reduction and social security; criterion No. 9 on political building and public administration); it has not yet achieved 8 out of 10 criteria and 14 out of 47 contents.

Based on the results achieved, the Party Committee and People's Committee of the commune analyzed and clarified the difficulties and limitations that led to the slow progress of some criteria. Specifically, the implementation of the commune's general planning after the merger is still in progress, affecting the progress of criteria related to infrastructure. Some indicators require new construction or renovation of facilities, so they cannot be completed in the first few months of the year.

According to Mr. Nguyen Thanh Phuc, Head of the Economic Department of the commune, based on a review and practical experience in building new rural areas in recent years, for Long Ho commune to achieve criterion number 1 regarding planning, the commune must complete the following: the general urban plan of Long Ho and have it publicly announced on time and issue a plan for implementing the plan; the detailed construction plan of the commune center; and the regulations for managing urban architecture in Long Ho according to the plan. However, this work is facing difficulties in ensuring the planning time and the funding for implementation.

Proposing solutions to help the commune overcome difficulties in fulfilling this criterion, Deputy Director of the Department of Construction - Tang Thi Dep said that, after reviewing the documents and progress reports, if the project is completed in 2026, the commune will basically meet the criterion for rural transportation infrastructure. Therefore, the locality needs to continue focusing on accelerating the implementation progress. The commune needs to develop a suitable plan for planting trees to fully consolidate the documentation proving compliance with the criterion.

According to the Deputy Director of the Department of Internal Affairs, Ngo Truong Giang, in order to achieve the criteria regarding the percentage of trained workers with degrees and certificates, the commune needs to expedite the review and statistical compilation of the working-age labor force to coordinate the organization of vocational training classes and job placement. At the same time, it is necessary to specifically review the number of cooperatives and production linkage models operating effectively in the area, thereby developing solutions to create jobs for local workers.

Determined to reach the finish line

The rural development program in Long Ho commune has achieved some initial results, affirming the determination of the political system and the consensus of the people.

For example, according to the results of implementing criterion 9.2, the Commune Public Administrative Service Center has fully posted and publicized 447 administrative procedures. In the first quarter, the rate of digitizing documents and the results of resolving administrative procedures reached 4/4 points (100%)...

According to Tran Thai Loc, Deputy Director of the Provincial Public Administrative Service Center, after reviewing the initial self-assessment results, the commune has basically met criterion number 9 on building the political and public administrative system. Therefore, it is necessary to advise on consolidating the supporting documents for the council to assess whether the criterion has been met. At the same time, the commune is requested to continue ensuring the progress of handling administrative documents and procedures to better serve the people.

In recent times, the commune has focused on strengthening propaganda and mobilization efforts through diverse forms, contributing to raising awareness and responsibility among officials and the people in jointly building new rural areas.

Specifically, the commune has strengthened innovation and improved the effectiveness of propaganda and mobilization work throughout the political system and among all strata of the people through Party committee meetings, self-governing people's group activities; promoted visual propaganda using banners, posters and on the radio system... This has created consensus among the people in building new rural areas.

Mr. Vo Phuc Minh (Long Tan hamlet) said: “I just helped the hamlet plant 4,000 seedlings of ixora and gardenia to grow, and the rest will be donated to other hamlets to jointly plant flowers along the road. We are encouraging people to raise their awareness of planting and caring for flowers, and to preserve them so that our homeland becomes more beautiful.”

Comrade Truong Thanh Tra, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune, said that in order to achieve the goal of building the commune to meet the standards of a New Rural Area by 2026, the New Rural Area Management Board of the commune has set out specific directions, tasks, and solutions.

Accordingly, the focus should be on decisive leadership and direction to achieve the set goals; members should be assigned responsibility for specific criteria and targets, develop detailed plans, implementation roadmaps, and deadlines for completing the criteria; and enhance the role and responsibility of the Party committee, especially the role of the head of the committee.

Focus on completing the town's master plan on schedule; concentrate on investing in and upgrading the transportation system, schools, cultural facilities, commercial infrastructure, and public works.

At the same time, it is necessary to strengthen propaganda work to raise awareness among officials and the people about building new rural areas, promote the leading role of the people in participating in implementing the criteria, create consensus and spread the movement throughout the area...

Emphasizing that building new rural areas is a key, ongoing, and continuous political task with no end point, Comrade Chau Van Hoa - Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Standing Committee of the Provincial Steering Committee for National Target Programs - requested that Long Ho commune continue to comprehensively review the criteria, thereby clearly identifying areas of weakness to find timely solutions. At the same time, maintain weekly meetings to review progress and clarify the responsibilities of each individual and department for their assigned tasks. The commune's Steering Committee must concretize the assignment of tasks, linking them to completion deadlines, demonstrating the determination to build the commune to meet the new rural area standards by 2026.

Based on this, the commune needs to urgently implement the general urban planning; quickly complete the specific steps to ensure the process and progress of implementing socio-economic infrastructure construction projects in the area. Compensation and land clearance work must be carried out strictly, creating consensus among the people. The locality needs to strengthen the mobilization of social resources and promote the leading role of the people in building new rural areas. At the same time, focus on reviewing and improving the quality of human resource training; and accelerate the implementation of digital transformation in all fields.
