Currently, more than 90 universities use the results of the National University of Hanoi 's aptitude test as a basis for university admissions. According to Professor Nguyen Tien Thao, Director of the National University of Hanoi's Examination Center, the exam is designed with the goal of stability, classification, and relatively comprehensive assessment of candidates. In 2024, the exam will maintain its structure, subject areas, and question types to reassure candidates preparing for and taking the exam.

This year's new features include enhanced technical aspects such as an increased exam scale, more exam locations, and the opening of new exam sites to facilitate candidates. In particular, in 2024, the results of the National Competency Assessment Exam will be synchronized with the Ministry of Education and Training's university admissions portal. Therefore, candidates will have the opportunity to apply early to universities that use the National Competency Assessment Exam results or apply in conjunction with the Ministry of Education and Training's general admissions round in the near future.

"Another new feature is that we are also using candidate identification technology at the examination sites. When candidates create accounts and provide photos and citizen identification numbers early, it will minimize errors and make it convenient for candidates to access and take the exam right at the examination site, avoiding the need to correct necessary information," Mr. Thao shared.

Regarding the regulation limiting candidates to a maximum of two attempts per year, and requiring a 28-day interval between attempts, Mr. Thao stated that in reality, taking the toothbrushing test multiple times is ineffective, specifically, it's difficult to change the test results. Since candidates usually concentrate their attempts in April and May, continuous registration would negatively impact the chances of other candidates. This expert advises that instead of taking the test multiple times, students should focus on thorough and serious preparation to achieve high scores.

According to Dr. Le Viet Khuyen, former Deputy Director of the Higher Education Department (Ministry of Education and Training), limiting the number of times candidates can take the competency assessment exam will open up opportunities for candidates in different regions to have more chances to access the exam. The competency assessment exams determine the candidate's competency group according to the output standards, so even if a candidate takes the exam multiple times in a short period, it will not change the result. Instead, they need time to accumulate knowledge and then retake the exam to improve their results.

In 2023, the Vietnam National University Ho Chi Minh City (VNU-HCM) saw many candidates register to take the exam twice to improve their results. Statistics show that out of over 44,100 candidates who confirmed their participation in the second exam session in 2023, only over 14,500 were first-time applicants, while the rest were candidates taking the exam a second time that year. The figure of 67% of candidates taking the exam a second time indicates that many candidates registered more than once to improve their scores. Many students consider this unfair because, while candidates in large cities or localities near the exam location have easier access, those from further away have limited opportunities. Furthermore, exam fees vary from 450,000 VND to 1,500,000 VND per exam, meaning not all candidates can afford to register multiple times.

Mr. Khuyen observed that currently there are more than 10 separate entrance exams organized independently by universities, each with its own admissions process. However, some exam results are used for admissions to multiple universities, while others are only used internally within the university, resulting in significant waste of time and money for candidates. Universities need to expand their collaborations and establish a unified system for mutual recognition of results in admissions. Furthermore, since these separate exams are held in multiple rounds to serve university admissions, candidates need to carefully consider their exam choices and registration times to avoid unnecessary expenses.
