Shelter for the poor in Thang Mo

As a locality where 94% of the population are ethnic Mong people, Thang Mo commune is actively implementing a program to eliminate temporary and dilapidated houses. The completed "three-solid" homes (solid foundation, solid frame/walls, solid roof) not only help hundreds of poor families stabilize their housing but also provide motivation for them to work and produce with peace of mind, striving to escape poverty sustainably.

The joy of settling down

For many years, the family of Ms. Chang Thi May, from Hong Ngai C village, has been classified as a poor household. With six members, they rely solely on a few corn fields and three cows for their livelihood. Accumulating hundreds of millions of dong to build a sturdy house is impossible for them. Their old, dilapidated mud-walled house means the whole family lives in constant fear every rainy season.

Joy came to Ms. May's family when, in 2023, she received two breeding cows from a livelihood diversification project. In 2024, under the National Target Program for Sustainable Poverty Reduction, Ms. May's family received 44 million VND to build a new house. Ms. May shared: "With the government's support in building a sturdy house and providing breeding cows, my family now has both a home and a livelihood. From now on, we no longer have to worry about the rain and storms; we can just focus on working to escape poverty."

Regularly present to direct and support households in implementing housing programs, Hong Ngai C village head Cu Thi Xua has an additional responsibility but is very enthusiastic. Ms. Xua shared: Due to the large, rugged terrain and distance from the central area, transporting materials is relatively difficult, and with the dry season beginning, there is also a shortage of water for the construction.

Therefore, the village Party branch coordinated with the commune's mass organizations to assist and mobilize villagers to actively support and "exchange labor" to help households speed up the construction process. Although they had to transport each brick, bag of cement, and sand to the construction site by motorbike, the villagers were very happy and encouraged each other to work. From 2023 to the present, the village has completed 18 temporary houses with a total supported budget of nearly 1 billion VND.

For impoverished households in mountainous areas, a new house not only provides them with a secure dwelling but also strengthens their faith in life and the policies of the Party and the State. As one of the poor households receiving housing support under the National Target Program for Sustainable Poverty Reduction, Mr. Giang Chu Mua from Hong Ngai A village expressed: "Previously, we lived in a dilapidated earthen house, facing difficult living conditions and causing great anxiety, especially during the rainy and stormy seasons. In 2025, with 44 million VND in government support and our savings, my family is building a 77m2 single-story house. The completed house will give my family more motivation to improve our lives."

Following the motto "Leaving no one behind," the program to eliminate temporary housing in Thang Mo commune is being actively implemented with the goal of ensuring social welfare in the area. Comrade Hau Mi Sinh, Acting Head of the Culture and Social Affairs Department of Thang Mo commune, said: The program to eliminate temporary housing is not simply about building houses, but also an important step in helping poor and near-poor households stabilize their lives and improve their quality of life.

The commune Party committee and government have clearly assigned tasks to various departments, ensuring the program's smooth and effective implementation. Commune officials and civil servants have demonstrated a high sense of responsibility, overseeing the assessment of needs for each household to ensure that the correct beneficiaries are targeted according to regulations. Simultaneously, they regularly monitor and manage the disbursement process and assist households in completing the necessary procedures for land conversion and issuance of land use right certificates.

With the spirit of "those who have little help a little, those who have much help much," the commune actively mobilized social resources, labor, and donated essential household items to the households. Thanks to the proactive leadership and close coordination of the Commune's Steering Committee for the Elimination of Temporary and Dilapidated Houses, the program was implemented on schedule, bringing about humane and meaningful homes, much to the delight and high level of consensus among the people.

In particular, the commune has implemented many comprehensive solutions, integrating funding from national target programs for sustainable poverty reduction and national target programs for socio -economic development in ethnic minority and mountainous areas for the period 2021-2025. As a result, the commune has supported 297 households with over 13 billion VND, including 253 households receiving new houses and 44 households receiving repairs. Each household received between 40 and 60 million VND. This is not just a number, but a source of happiness for the people in the border region; helping them have sturdy houses, feel secure in their production, and escape poverty.

Despite facing many challenges, with the efforts of the entire political system, Thang Mo commune is determined to accelerate the implementation of the program to eliminate temporary and dilapidated houses and other housing support programs.
