After a door-to-door campaign to mobilize support, the land for the expressway through Bien Hoa ( Dong Nai ) has now reached over 76%, an increase of about 4 hectares compared to before.
According to observations by reporters from Giao Thong Newspaper, by February 28th, after six working groups from Bien Hoa City (Dong Nai province) went door-to-door to persuade residents, the handover of land for the Bien Hoa - Vung Tau expressway section passing through Bien Hoa City had improved significantly.
With the availability of vehicles and equipment, construction of the Bien Hoa - Vung Tau expressway is being expedited.
Local authorities have successfully persuaded over 320 landowners to agree to hand over nearly 4 hectares of land for the project's construction.
Specifically, in Phuoc Tan ward, efforts were made to persuade households regarding 296 land plots, corresponding to a total area of 75,600m2, and 374 cases of establishing assets on land belonging to others.
As a result, efforts were made to hand over 64 plots of land, corresponding to a total reclaimed area of 21,700 square meters, and 116 cases of houses built on land belonging to others agreed to hand over the land as early as the end of February or beginning of March.
The remaining 244 plots are vacant land, ownerless land, small plots of land, and 125 cases of land encroachment on other people's land are still being addressed, with the final measure being coercion.
In Tam Phuoc ward, efforts have resulted in the handover of 109 land plots with a total recovered area of nearly 15,000m2, and 27 cases of construction on land belonging to others have been resolved, with the handover of the land scheduled for February and March 2025.
To date, the Bien Hoa - Vung Tau expressway section passing through Bien Hoa city has had 45.32 hectares of land handed over, equivalent to 76.2% of the total area.
Regarding the people's requests, in addition to directly responding during the propaganda and mobilization process, city leaders requested relevant units and specialized departments to consider and respond as soon as possible so that people no longer have concerns that could lead to delays and prolonged land handover.
The urgent issue directed by the leaders of the Bien Hoa City Party Committee and People's Committee to relevant units, sectors, and localities is to focus on reviewing legal documents and developing plans to carry out compulsory enforcement against households that do not hand over the land from March 5th onwards.
By March 5th, households with complete documentation but who have not yet handed over the land will be subject to forced eviction.
Due to the large number of files requiring review for enforcement, city leaders have directed the deployment of five additional professional staff members to support the Bien Hoa City Department of Justice in order to meet the deadline on the ground.
In addition, the leaders of Bien Hoa city also requested the investor to urge the construction contractor to mobilize machinery and personnel to assist people in dismantling structures, and at the same time, to organize construction plans immediately in the areas where the land has been handed over.
In addition, the leaders of Bien Hoa city have also directed the People's Committees of Phuoc Tan, Tam Phuoc, Long Binh, Long Binh Tan and An Hoa wards to review the number of boarding houses and rental properties to introduce them to households relocating to "make way" for the project. At the same time, they are strengthening management of boarding house owners to prevent abnormal price increases.
