Currently, the New Rural Development program is linked to district and commune-level administrative units. In implementing the New Rural Development program, Thanh Hoa province has achieved very proud results over the years: 15 district-level units have met the standards and completed the New Rural Development program; 374 out of 449 communes and 831 villages have met the New Rural Development standards; 4 districts and 125 communes have met the advanced New Rural Development standards; 33 communes and 629 villages have met the model New Rural Development standards; and 645 OCOP products have been recognized.
In the New Rural Development Program, the role of district and commune-level steering committees is crucial. However, with the upcoming abolition of district-level administrative units, the newly established communes will have many tasks to focus on, especially with the newly formed leadership apparatus, some of whom lack practical experience at the grassroots level and have not previously undertaken the New Rural Development Program. Will this lead to disruptions and interruptions in the program?
Anxiety is normal, because before any change, we have to start over. However, with strong political determination, building on the foundation already achieved, and with aspirations for even more livable rural areas in the future, the answer will be that there will be no stopping or neglect. The new apparatus will immediately begin implementing new tasks urgently and seriously, with building new rural areas being one of the top priorities.
Directing at the conference summarizing the National Target Program for Building New Rural Areas in the province for the period 2021-2025; and outlining the direction for the period 2026-2030 and up to 2035, Provincial Party Secretary Nguyen Doan Anh requested, “Along with the establishment of new Party and government organizational structures at the commune level, it is necessary to quickly establish steering committees and advisory and support units to implement national target programs in the communes; assign specific tasks to each member to continue organizing implementation.”
It is therefore very clear that building new rural areas is one of the key national target programs that will be and must be prioritized. There is no reason why a newly merged commune, with a larger scale and stronger staff, should lag behind in appearance and infrastructure. On the contrary, the newly merged communes must develop plans and immediately begin improving the quality of the new rural area criteria to match their scale and stature. This is a requirement in the new, higher, and stronger development phase, and also a political mandate for the newly merged commune-level staff.
