Central region beware of storm winds gusting to level 16

According to data updated by the National Center for Meteorological and Hydrological Forecasting, at 2 PM today, September 28th, the center of Typhoon No. 10 has moved to approximately 17.2 degrees North latitude - 108.1 degrees East longitude, about 90km east-northeast of Hue City and about 165km south-southeast of northern Quang Tri .

The strongest wind speed is level 12 (118-133 km/h), with gusts up to level 15. The National Center for Meteorological and Hydrological Forecasting predicts that in the next 3 hours, the storm will move in a west-northwest direction at a speed of about 20-25 km/h, heading towards the North Central mainland.

Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep stated that proper and comprehensive communication is needed to prevent complacency among the public. While the storm's center may make landfall in the area from the former Vinh City of Nghe An province to northern Quang Tri, the wider circulation and areas with strong (dangerous) gusts could be Thanh Hoa province (located on the northern edge of the storm).

"In storm prevention, the issue is not where the eye of the storm is, but where and when the strongest winds occur," Deputy Minister Nguyen Hoang Hiep noted .

According to the Department of Dyke Management and Disaster Prevention, by 4 PM today, September 28th, the center of Typhoon No. 10 will move deep into the sea area of ​​Nghe An - Quang Tri, with a strong intensity of level 12-13, possibly gusting to level 16.

On land, from Thanh Hoa to northern Quang Tri, the wind is gradually strengthening, starting from level 6-7 and then increasing to level 8-9. In the area near the storm's center, the wind is strong, reaching level 10-12, with gusts up to 14.

According to Mr. Pham Duc Luan, Director of the Department of Dyke Management and Disaster Prevention, the storm is estimated to remain on land for about 6-8 hours, mainly from late afternoon to the end of the night of September 28.

In Quang Tri province, the southern coastal area will experience strong winds of force 6-7 from noon to evening. In the northern part of Quang Tri province, especially the area bordering Deo Ngang Pass, winds will reach force 9-11, gusting to 14, lasting from 5 PM to 11 PM today.

The provinces of Ha Tinh and Nghe An will experience winds of force 6-7 from this afternoon, increasing to force 8-9 later. Coastal areas will have winds of force 10-12, gusting to 14, lasting from 7 PM to 11 PM today.

Thanh Hoa province will experience winds of force 6-7 from this afternoon, while the southern part of the province will experience storm winds of force 8-10, gusting to 13, between 7 PM and 11 PM today.

Representatives from the Department of Dyke Management and Disaster Prevention also warned that from September 28 to 30, the Northern Delta region, southern Phu Tho, Thanh Hoa to northern Quang Tri will experience rainfall of 200-400mm, with some areas exceeding 600mm.

Other areas will receive 100-300mm of rain, with localized areas exceeding 450mm. There is a high risk of flooding in urban areas and low-lying regions, along with flash floods and landslides on slopes.

From September 28th to October 1st, many rivers in Northern Vietnam and from Thanh Hoa to Hue experienced flooding, with peak levels reaching alarm levels 2-3, and in some places exceeding alarm level 3, particularly on the Thao, Hoang Long, Ma, Chu, Ca, Ngan Sau, Ngan Pho, and Kien Giang rivers.
