- With the goal of completing the handover of approximately 80 hectares of land for the expansion project of the mining area and waste disposal site, phase 2, invested by Na Duong Coal Company - VVMI - Branch of Vietnam Northern Mining Industry Corporation TKV - JSC (Na Duong Coal Company) in 2026, the Party committees and authorities of Na Duong and Loi Bac communes are currently focusing on implementing related tasks.
The second phase of the Na Duong Coal Company's mine and waste disposal site expansion project is a key project for the province in 2026, aiming to ensure a stable supply of raw materials for the operation of the Na Duong 1 thermal power plant and the Na Duong 2 thermal power plant project (expected to be completed and put into trial operation in early 2027).

According to the plan, in 2026, Na Duong Coal Company aims to clear approximately 80 hectares of land, including about 64 hectares in Na Duong commune and about 16 hectares in Loi Bac commune.
Recognizing the importance of the project, from the very first days of 2026, Loi Bac and Na Duong communes focused their leadership, direction, and coordination with the investor and the Loc Binh Regional Land Development Branch to implement land clearance work.
Accordingly, the Party committees of the communes have reorganized the steering committee, established specialized working groups, and developed detailed plans for implementation. At the same time, the heads of the People's Committees of Loi Bac and Na Duong communes, the investors, and the land development branches have held meetings with the villages to listen to the concerns and aspirations of the people, explain thoroughly their rights and obligations, and encourage them to hand over the land. In addition, the leaders of the two communes have also directly surveyed and thoroughly inspected the current status and relevant documents of cases involving the construction of houses on agricultural land to find appropriate and reasonable solutions.
Thanks to this, by the end of June 2026, land clearance work had made very positive progress. Specifically, the Loc Binh Area Land Development Branch had completed the inventory of 25 hectares and was currently conducting the inventory for 55 hectares; compensation plans had been prepared for 20 hectares. The Na Duong Commune People's Committee had approved, paid, and handed over 7.02 hectares for 30 cases; the Loi Bac Commune People's Committee had approved 12.8 hectares, paid, and handed over 8.5 hectares for 33 cases.
To further accelerate the land clearance process for the project in the last six months of 2026, the land clearance steering committees of the communes will continue to closely monitor the situation at the grassroots level to expedite the land acquisition, compensation, and resettlement support procedures for the project.
Mr. Hua Van Cuong, Secretary of the Party Committee and Head of the Steering Committee for land clearance in Na Duong commune, said: The Steering Committee has requested the commune's Economic Department to coordinate with the Loc Binh Regional Land Development Branch to review the ownership of the land parcels to be reclaimed, conduct an inventory, and expedite the appraisal of compensation plans, especially for the land managed by Loc Binh Forestry One-Member Limited Company, and to develop a plan for handling the five households that built houses on agricultural land.
Accordingly, Na Duong commune aims to complete the land survey in July, prepare and approve the plan in August; and officially approve the plan and make payments in September 2026. Loi Bac commune will focus on surveying the remaining area of over 3 hectares and expects to complete the plan approval in August 2026 to make payments to affected households.
Accelerating land clearance in the last six months of the year will not only ensure the progress of the Na Duong Coal Company's mine and waste disposal site expansion project, but also significantly contribute to stabilizing production for the enterprise and the people, thereby promoting local socio-economic development. The consensus of the people and the decisive actions of the two commune authorities in land clearance for the project are the key factors in ensuring the project is completed on schedule.
